Attached is the application packet for a Conditional Use Permit, as required, for approval to apply for a
building permit for an ADU (Accessory Dwelling Unit) at 7219 Lake Ballinger Way, in the City of
Edmonds.
The drawings and documents herein will contain and convey all of the information requested in the
application form #P1 to the best of our ability.
There is currently only one SFR on the property with no ADU. The requested Unit will be a single ADU
and the only ADU on the property.
The design for the unit is attached to the current SFR and designed in appearance and character to tie
into the existing as if always there. Siding, roofing, trim and colors will tie the old and new together.
The property has slopes in the area where the unit will be placed so the entrance is on the street
(upper) side so no stairs will be needed as it is designed for use by seniors, however the entry area has
been intentionally left simple and discrete so as not to appear as a main entry to a residence. Also a 6'
fence at the property line between the roadway and structure will obstruct most of any view to this
door.
The unit will use the same water meter and service entry as the primary residence.
There will be 5 off street parking places on site.
The unit is for our parents and we will occupy the primary residence ourselves.
The designed structure will meet all building and zoning codes as approved by the City of Edmonds.
The size of the requested unit is 835 sq.ft to the outside of the concrete structure. The size is slightly
over the desired 800 sq. ft. standard but we feel has merit in the exceptions to the code as follows. The
primary residence is 2155 sq.ft. of heated space which could allow for up to 862 sq.ft. since the
proposed unit fits the exception of being all on one floor (above a two car garage). Another factor in
asking for the extra allowance is that it is to be built using ICF (Insulated Concrete Form) walls which,
while providing excellent structural and insulative qualities, are thicker than most common methods of
residential construction which could bring the interior of the unit well below the accepted 800 ft. of
usable space if not allowed for. A calculation between a 2x6 wall and the ICF, on the proposed structure
shows the interior difference at 45 sq. ft.
