Thank you for reviewing the civil engineering submittal package for the First Security Bank project.
We received your Plan Review Corrections dated April 19, 2011, and have revised the plans and
Stormwater Site Plan (report) accordingly. I have attached three revised sets of the civil engineering
plans, Stormwater Site Plan, and itemized cost estimate. Your review letter dated April 19, 2011 has
also been attached.
Below are detailed responses outlining how each of your review comments has been addressed.
GENERAL
1. An itemized cost estimate produced by Wilcox Construction, Inc. is attached.
2. A cover sheet, G1.01, has been added to the civil engineering plan set with the requested
information.
3. An anticipated construction sequence has been added to sheet G1.01.
4. Purveyor information has been included on sheet G1.01
STORMWATER REVIEW
STORMWATER SITE PLAN (REPORT)
Bullet #1: Additional text has been added to Section 4.2 that explains that the project is classified as
a Category 2 Small Site Project. J
Bullet #2: Additional text has been added to Section 4.3 indicating that runoff treatment is required
since the site will have ore than 5,000 square feet of new plus replaced pollutant -generating
impervious surface. �%
Bullet #3; The first sentence in Section 4.4 has been revised to indicate that infiltration will occur on-
site.
Comment on Appendices A -D: All WWHM3 modeling has been revised to use the DOT data. The
modeling DOT region has been set to Puget East, for which the isohyetal value is 36. Modifications
have been made to the stormwater plans and calculations.
Comment on Appendix B, page 3: The infiltration side slopes have been set to zero (i.e. vertical
walls) to match the plans.
SHEET C1.01 TESC AND DEMOLITION PLAN
1. Notes have been added to sheet C1.01 indicating that construction access is limited to Paradise
Lane. Temporary construction fencing has been added to the two driveways along State Route
104 to prevent vehicular access during construction.
2. Construction phasing visuals have been added to sheet G1.01 that show the construction area
for each phase. Demolition note 4 has been added to sheet C1.01 stating that temporary
construction fence shall be located at the perimeter of each construction area shown on sheet
G1.01.
3. The tree located north of the existing building was incorrectly shown to be removed. Sheet C1.01
has been revised to indicate that it is to be preserved.
TESC
4. The erosion control notes on sheet C1.01 have not been revised. All 12 of the items on the City of
Edmonds Handout E11 are addressed by the erosion control notes and the Construction
Stormwater Pollution Prevention Plan (CSWPP). The approved plans and CSWPPP are to be
retained on-site by the contractor at all times.
5. Note #1: "CONSTRUCTION" has been replaced with "DEMOLITION AND CONSTRUCTION"
Note #11: A reference to detail C/Cl .11 has been placed next to note #11.
Note #12: The second sentence has not been removed since it still holds true. The following text
has been added to the note: REMOVAL OF TEST MEASURES SHALL OCCUR ONLY AFTER
VEGETATION IS ESTABLISHED.
6. The proposed stockpile location has been shown on sheet C1.01.
7. Demolition activities are included in the sequence that has been added to sheet G1.01.
8. Demolition and construction on the First Security Bank site will be divided into two phases (see
phasing diagrams on sheet G1.01). The existing building will remain in operation during the first
phase while the new building and utilities are constructed. During the second phase, the existing
building will be demolished and parking lot improvements will take place. The duration of the
second phase is expected to be only one month. Proposed locations for the stockpile area, job
trailer, and laydown area are shown on sheet C1.01. They are not required in'phase 2, and
therefore only apply only to phase 1. Customer parking and site access is provided during each
phase. Temporary construction fencing will be located at the perimeter of the construction areas
shown in the phasing diagrams on sheet 61.01.
