I would like to make the following comments on development application S-07-62, and to receive notice

My family (me, my wife, and our two girls, ages 6 and 3) owns the property due south of the subject
property, and we are concerned about the effects that this subdivision might have on our quality of life
and property.
Run -Off
Our first concern is related to run-off. Our property is downhill from the subject property, and we have
two short retaining walls on our property. We appreciate that the plans show a retention trench for
stormwater but want to raise the following question: What measures will be taken to prevent erosion
and run-off during the construction of the new house? Will that trench, and the connections to the city
stormwater system, be in place prior to construction, or are they being built as part of the construction.
We would strongly urge that the construction itself be done according to current best practices to prevent
unnecessary erosion and run-off.
Erosion
The report prepared by Associated Earth Sciences notes that the southwest corner of Lot 2 is an erosion
hazard. This is the portion of that lot closest to our property. Notwithstanding this, the report
recommends reducing the no -disturbance landslide buffer from 50 feet to 15 feet and requiring no buffer
for erosion provided certain mitigation efforts are undertaken. Given that any erosion will affect our
property, I request that you do not waive the buffer requirement.
In addition, according to Section 23.80.050(F)(4) of the Edmonds Municipal Code, an Erosion and
Sediment Control Plan is required as part of any development application for property in an erosion
hazard area. There was no such plan in the application file, to the best of my recollection. Will such a
plan be required prior to the issuance of a building permit?
Finally, assuming that the three mitigation efforts recommended in the engineers report are sufficient,
how does the City ensure that the developer complies with them?

According to the owner of the property, he intends to use both properties as rental properties. Does this
have any affect on the classification of the properties?
