I have reviewed the building permit application (BLD20100547) for the Planning Division and found that there are two parcels that make up this building lot. The parcel line actually runs through the existing residence. This interior property line must be dissolved in order to comply with the City's nonconforming lot requirements of ECDC 17.40.030(C). You may ask the Snohomish County Assessor's Segregation Department (425.388.3525) to dissolve the interior property line, which would resolve this issue, based on the following facts. The current zoning designation for this site is Single Family Residential (RS -12, ECDC 16.20). There are two adjacent parcels that comprise this site — 00507200002501 (northernmost) and 00507200002400 (southernmost). Their legal descriptions are expressed as follows: MAPLEWOOD VILLAGE NO 4 BLK 000 D-01 - LT 25 EXC TH PTN THOF LY NLY OF FDL BEG NW COR SD LT TH S00*09 06 W 23.28FT TO TPB OF SD LN TH S83*31 14E 191.38FT TO ELY BDY SD LT & END SD LN — and — MAPLEWOOD VILLAGE NO 4 BLK 000 D-00 - LOT 24, Parcel 00507200002501 contains approximately 0.17 acre according to Snohomish County Assessor's records (approximately 7,405 square feet), while Parcel 00507200002400 contains approximately 0.28 acre according to Snohomish County Assessor's records (approximately 12,197 square feet). The City of Edmonds nonconforming lot regulations (ECDC 17.40.030) require at least 8,400 square feet for a "legal lot" in the RS -12 zone. Therefore, because one of the parcels appears to be well below the minimum lot size needed for a legal lot and because both parcels are held in common ownership, they are considered to be "combined" by ECDC 17.40.030(C).
