I have received and reviewed the above referenced project for conformance with the
following codes, as adopted and amended by the State of Washington and the City of
Edmonds:
2015 International Mechanical Code (IMC)
2015 International Fuel Gas Code (IFGC)
2015 Uniform Plumbing Code (UPC)
2015 Washington State Energy Code, WAC 51-11 (WSEC)
The comments listed below only apply to the documents submitted with the building
permit application for the mechanical and plumbing reviews (medical gas systems have
not been reviewed):
1. Resubmit the Washington State Energy Code Compliance Forms using the 2015
forms. I acknowledge that there was a long delay waiting for current forms to be
made available, but at this juncture we are able to utilize the correct forms. Please
note that specifications are not reviewed; items listed as being required to be
indicated on the plans need to be included in the plan set.
Metrix: At the time of permit submission, the 2015 NREC forms were not available.
The NEEC website required that the 2012 NREC forms were to be used until the
2015 forms were available. The information contained in the 2012 NREC forms is the
same as the 2015 NREC form, other than the additional DOAS requirements, which
is not required for this project being that it will be permitted prior to when the DOAS
requirement goes into effect July 2017. The review process shall remain the same.
There is ample time to provide the current 2015 WSEC forms and they are
required for this permit submittal. As noted in the first review, specifications
are not reviewed; items listed as being required to be indicated on the plans
need to be included in the plan set.
2. Sheet M-001: Indicate on this sheet that the design meets the requirements of the
2015 IMC, 2015 IFGC, 2015 UPC, 2015 WSEC, and all local code amendments.
Metrix: See attached Spec 23 00 10, section 1.06.b states and materials shall
be in accordance with requirements of all applicable codes, rules and

3. Plumbing plans: Provide waste and vent pipe sizes for each discrete pipe section.
Indicate drainage fixture unit counts on waste trunk lines. (This comment also applies
to sheet M503). Note that 2-
overloaded.
Metrix: Pipe sizes to individual fixtures are shown in plumbing fixture schedule on M-
003. Drainage fixture units (DFUs) have been shown on trunk lines in revised
underground drawings. 2-1/2 pipe sizes have been revised to 3.
Increase font size of drainage fixture units (DFUs) so they are clearly legible;
some DFU callouts are not readable as the waste line blots out the text. Revise
plans as required.
4. Plumbing plans: Provide domestic water pipe sizes for each discrete pipe section.
Indicate water supply fixture unit counts on main lines. (This comment also applies to
sheet M503).
Metrix: Pipe sizes to individual fixtures are shown in plumbing fixture schedule on M-
003. Water supply fixture units (WSFUs) have been shown on main lines in revised
plumbing drawings.
Increase font size of wso they are clearly
legible. Revise plans as required.
5. Sheet M-003, Plumbing Fixture Schedule: Indicate that emergency showers and
eyewashes are provided with an ASSE 1071 thermostatic tempering valve.
Metrix: See attached plumbing fixture spec 22 40 00. P18 emergency shower shall
be provided with Guardian G3800 thermostatic mixing valve or approved equal.
Specifications are not reviewed as part of plan review; provide the required
information on sheet M-003.
6. Sheet M-003, Plumbing Fixture Schedule: Indicate that water connections to ice
makers are provided with reduced pressure backflow devices.
Metrix: Ice maker in Sci Prep 136A served by reduced pressure backflow preventer
located in room. See M221.
Provide ice maker with dedicated reduced pressure backflow zone assembly.
7. Sheets M-122, M123: Flag note indicated on the plans, but no flag note referenced.
Metrix: See revised M-122.
Sheet M-122 still missing the flag notes on the plan.
8. Sheet M-221: Indicate that the dishwasher drainage connection located in the Staff
Lounge is installed in accordance with UPC Section 414.3.

This language meets 2015 UPC, section 414.3 requirements.
Specifications are not reviewed as part of plan review; provide the required
information on sheet M-221.
9. Sheet M-322: Indicate type of vent provided for the kiln.
Metrix: See EF09 in exhaust fan schedule on M005. Kiln shall be provided with
Envirovent 2 kiln vent system.
EF-09 is not shown on sheet M-322. What is the vent pipe material? Indicate
both on plan.
10. Sheet M-322: The requirements for commercial kitchen hoods are governed by the
IMC and including the hood information as for-reference-only is not adequate.
Include a hood schedule in the mechanical plans. Be sure to indicate hood listings by
rating agencies, hood material and gage.
Metrix: See attached XK-201 kitchen canopy hood details sheet. Hood is not
provided by mechanical contractor will be provided by others.
Who is providing the hoods is not an issue; the kitchen hoods need to be
included in a mechanical permit review. That can either be part of this review or
be submitted under a separate permit submittal.
11. Provide specifications for the fume hood.
Metrix: See attached plumbing fixture spec 22 40 00: P-9 for basis of design fume
hood.
Following review of the fume hood spec sheet, please verify exhaust air flow
rate for the exhaust fan matches the specified hood.
