I have reviewed the above building permit application for the Planning Division. Before I can sign off on
it I need the following:
1.Height: I see that the parapet wall is to be raised. At the time of construction, structures in the
Community Business (BC) zone were allowed to go to a maximum height of 25 feet, but the “roof only
may extend five feet above the stated height limit if all portions of the roof above the stated height
have a slope of 4” in 12” or greater.” The original plans show that the peak of the roof was proposed
to be at 70.38 feet, and that the maximum allowed was 70.825 feet (see attached). These elevations are

relative to a benchmark shown on the centerline of 3 Avenue S. (also attached). At that time, all of
the roof above 65.825 was at a 4 in 12 pitch or greater, except for the elevator penthouse. The parapet
wall was below the 25 foot limit. Since then the City Council has placed a moratorium (most recently
renewed under ordinance 3595) that does not allow the City to take applications for projects that are
over 25-feet high in the BC zone unless they were already vested. The pitched roof was vested, but it
appears that the parapet wall will go above the 25-foot limit, whereas before it met the 25-foot limit.
a.Please show how the parapet wall meets the 25-foot height limit.
