The Fire Department provides the following comments: 1. Pre-sales or “model showing of units” is defined by the Fire Department as a “use” of a building or premises and is inherently hazardous to the public prior to issuance of a certificate of occupancy. Pre-sales or model showing shall not be allowed without a (permanent or) temporary certificate of occupancy and Fire Department permit. Emergency plans as outlined by IFC Chapters 4 or 14 and local safety standards must be met for approval of temporary certificate. No building or structure shall be used or occupied until that certificate of occupancy, or temporary certificate is issued. IFC 901.5.1 2. (Sheet P-1 #20) Correct occupancy to R2. 3. (Sheet P-1 #42) Required permits/submittals include: a. Fire Connection Permit b. Fire Sprinkler System Permit c. Fire Alarm Permit d. Fire Protection Footprint e. Fire Safety & Evacuation Plan 4. Callout Fire Connection Permit. Fire Connection must be submitted at the same time as your civil engineering plans. Fire connection permit is required for the installation of the underground supply for your fire protection system. Underground design must be stamped by registered PE or a Level III (WA) fire sprinkler contractor AND the installer must also stamp the plans. The installer must be either Level III or Level “U” fire sprinkler contractor licensed by the State. Provide three copies of plans showing all valves, vault location, post indicating valve, fire department connection and piping to include size and material, hydraulic calculations, thrust blocking with calculations, pipe bury depth and any and all other materials used and their fire protection listings. RCW 18.160.070 / RCW 18.27.110 5. Callout Fire Sprinkler System permit required for installation of automatic fire sprinkler system with quick-response heads throughout. IFC 105.7.1 City of Edmonds Office of Fire Marshal   6. Callout Fire Alarm Permit. Fire alarm system is required for the purposes of off-site sprinkler system monitoring, local alarm notification and exterior audibility. IFC 903.4.2 7. Callout Fire Protection Footprint is required (example attached at bottom). 8. In R2 occupancies, provide a fire emergency guide which describes the location, function and use of all fire-protection equipment and appliances accessible to tenants, including fire alarm systems, single-station smoke detectors and portable fire extinguishers. The guide shall also include an emergency evacuation plan for each dwelling unit. A plan template may be obtained by request from westfall@ci.edmonds.wa.us . A copy of the approved fire emergency guide shall be provided to each tenant prior to initial occupancy and following updates to guide. IFC 408.9 9. Fire flow requirement for building has been reduced 50% with proposed installation of IFC 903.3.1.2 / NFPA 13R automatic sprinkler system. No additional hydrants will be required for fire protection service. IFC Appendix B & C. 10. (Sheet A1.1 north elevation) New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet letters. Numbers shall be a minimum of 4 inches high with a minimum stroke width of ½ inch and visible from public way. ECDC 19.75.005 / IFC 505 11.
