The following pre-application has been evaluated under the 2003 International and
Edmonds Community Development Codes. Additional accommodations may be
required as additional information is provided. Existing structure is fully fire sprinklered
& automatic fire alarmed.
1. Clearly show the 1-hour fire barrier completely separating the parking garage from
office occupancies. The plans show the 1-hour fire shutter at grid 0.9 providing
protection for a portion of the fire barrier, but the plans do not show the 1-hour fire
barrier wall and fire rated openings at rooms 1108, 1110, 1111, 1112, 1113, 1114,
and 1115. Provide construction details showing compliance and how the wall will
terminate at the underside of the deck above. If 1-hour window assemblies will be
used, provide manufacturer's information for our review.
2. Provide report from PE or Level III Fire Protection designer indicating that required
sprinkler densities can be accommodated by existing fire protection supply.

Fire Connection permit shall be submitted with Civils and not deferred.
3. Callout Fire Connection Permit. Fire Connection must be submitted at the same
time as your civil engineering plans and coordinated therein. Fire connection permit
is required for the installation of the underground supply for your fire protection
system. Underground design must be stamped by registered PE or a Level III (WA)
fire sprinkler contractor AND the installer must also stamp the plans. The installer
must be either Level III or Level “U” fire sprinkler contractor licensed by the State.
Provide three copies of plans showing all valves, vault location, post indicating
valve, fire department connection and piping to include size and material, hydraulic
calculations, thrust blocking with calculations, pipe bury depth and any and all other
materials used and their fire protection listings. RCW 18.160.070 / RCW 18.27.110

4. Sheet C5: General Notes: Fire protection system underground work is required to
be performed by a WA State Level U or Level III sprinkler contractor.
5. Sheet A1.0 Maintain fire hydrant(s) and approved fire department access roads
during demolition and construction phases of project. Provide a demolition
schedule to coordinate plan accommodations for continued building & site use
during construction.
6. Sheet A0.4 Maintain temporary exits by extending fire alarm system, illuminating
temporary exits/egress paths, prohibiting construction storage, and minimizing
environmental hazards along entire path of egress. Exits are required on first floor
phasing plan placed a distance apart not less than one-half of the diagonal building
length.
7. There is a Fire Department key box installed at the NE entry. Relocate box to
permanent main entrance. Coordinate with Fire Department at 425.775.7720
8. Required (deferred) permits/submittals include:
8.1. Fire Sprinkler System Permit
8.2. Fire Alarm Permit
8.3. Fire Protection Footprint (example attached).
9. Callout Fire Alarm Permit. Automatic Fire alarm system is required for the purposes
of sprinkler system monitoring, egress path detection integrity, auto-fire door
activation, local alarm audible/visual notification and exterior audibility. IFC 903.4.2
10. Install 4” Storz (1/4 turn) coupling adapter for existing private and public hydrants
serving this project in accordance with COE standard detail E7.1

11. Location shall be identified by the installation of approved blue pavement reflective
markers in the center of drive aisle perpendicular to the hydrant location. IFC
508.5.4
12. Sheet A0.3, A1.1, and civil plans and notes: provide fire lane striping specified as

follows. Provide fire lane continuity from 74 Ave entrance to 210 St entrance to

212 St. entrance. Apparatus access driveway must meet the following minimum
specifications:
12.1. Maintain design accommodation of 34’ inside radius & 42’ outside radius
at turns in fire lane.
12.2. Fire Department access roads are required to be of 20' paved width with
a vertical clearance of no less than 13 feet 6 inches (except the SE entrance
and fire lane along eastern property shall extend from curb to curb).
12.3. Fire lane shall be striped on both boundaries with 4” yellow perimeter
striping and identified with words “FIRE LANE – NO PARKING”. Letters shall
be 12” high with 2” stroke spaced 50 lineal feet on alternating insides of lane.
13. Sheet A1.2 Rename “FIRST” & “SECOND” floor plans.
14. New and existing buildings shall have approved address numbers, building
numbers or approved building identification placed in a position that is plainly legible
and visible from the street or road fronting the property. These numbers shall
contrast with their background. Address numbers shall be Arabic numerals or
alphabet letters. Numbers shall be a minimum of 4 inches high with a minimum
stroke width of ½ inch and visible from public way. ECDC 19.75.005
15. Sheet A2.1 Callout occupant/exiting load required through a) WAITING ROOM door
1100A, and b) door between HALL 2006 and HALL 2465.
16. Sheet ID1.1 Callout floor and wall finishes with schedule see IBC Table 803.5.
17. Sheets A2.1 & A2.6. Maintain existing portable fire extinguishers throughout and
provide new FEs rated minimum 2A:10B:C at the following locations:

17.2. Hallway 1128 near XRAY
17.3. Hallway 1117 near exit.
17.4. Hall 2000 outside 2200
17.5. Hall 2464 outside lunchroom

18. Sheet A2.2 automatic fire-rated assemblies including the rated overhead doors
between S2 and B occupancies shall be controlled by the building fire detection
system. Doors are 33’ and 9.5’ in length. (Building comment #14 dtd 12/11/06).
19. Sheet A9.1 Add reference to those details applying to “fire-resistive rated
assemblies”.
20. Sheet A2.5 Note: Maintain fire alarm visibility & automatic fire protection in
conference spaces 1478 & 1477.
21. Sheet A2.5 Callout and post individual and aggregate occupant loads for
Conference spaces 1478 & 1477.
22. Sheet A2.2 change interior type (B) windows to exterior type (A) windows.
23. Extend fire resistive rated construction across entire B-S2 boundary.
24. Will standby or emergency power be provided? If so, specify source, callout
location, detail fuel storage, and identify power requirments. Provide a list of
equipment connected to emergency power. The list should include, exhaust
ventilation, hazardous materials alarm, treatment systems, toxic gas detection, and
other required safety devices.
25. Provide hazardous materials and flammables inventory for all new areas and areas
with new tenants.
26. Sheet M1.0 General Note: Separate sprinkler and fire connection/supply permits
are required.
