• Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and am non-refundable.
Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
- of city code or state law does not approve any items not to code specification.

This memo provides our opinion regarding the suitability of n rockery that was constructed on the western
side of the residence, adjacent to the access road to the west of the residence. For our use in preparing
this memo, we were provided with information from the City of Edmonds titled "Rockery Permit
Submittal Requirements." dated June 6, 2006. We were also provided with plan sheets SP-1 and GP. 1 of
plaits tided ,Jim & Marilyn Wegner - 17907 Kairez Drive - Edmonds Washington," dated November 3,
2006
W.e nut with Rod Fletcher, your contractor, on site on October 27, 2006 to observe the existing condition
of the rockery on the western side of the residence. We observed that the rockery was approximately four
feet tall. The rocks were large and mostly had two -point contact with neighboring rocks. We observed
the batter to be approximately I Horizontal to 6 Vertical (IH:6V), and large voids were chinked with
smaller rocks. We also observed that 2- to 4-inch rock spalls were placed behind the rocks. The rookery
contractor inrot nted us that a perforated drain was installed behind the base rocks,
