It is., however, stated to be City pokey that sidewalks will be required on all streets over $00 feet in length (which Bch Ave N is, Neither the City Walkway Plan no,r.the Bikeway Comprehensive Plan indicate proposed projects at this location. The proposed development.is within 1;000 feet of existing sidewalks on 8th Me N However, portions of 8: Ave Nhave been vacated between the subject, property and the closest sidewalks on SO Ave N. Therefore, any sidewalks constructed at the property wquld be isolated from and not connecte-,d to any other sidewalks on 8th Ave N. This projeEt is within close prox. imity (within. 1000 feet,)-an.d on:.a street' leadi.,Mg to a public park/playfield. Mr. Thuesen argues that constru.ctic=n of sidewalks would be economically unfeasible due to special topographic circumstances (Le. grades, existing soils, 20 feet of existing fill). After visiting.the.9ite, I do not agree.that it is economically, unfeasible or physically impossible to corrWruct sidewalks. However, I do agree that it would be costly. In addition, I do not believe it is in the'beN interest of the City for the following reasons: 1. The property fronting o9.8th Ave N -.has a wetland very close to the 8th Ave N right-of-way. Construction of sidewalks would require construction very close to and possibly encroachment into the wetland. This is not desired b� the City. 2. 8 Ave N at this location is a short streteft of a very small, quiet, glow traffic road, isolated from the rest of 8th A.ve N by Vacated 3th Ave N right-of-way. 3. 8th Ave N at this location is only accessible via Daley -Street. This portion. of Daley Street has difficult topographic features (creek with steep banks) that would make sidewalk construction on Daley Street very costly and it is highly unlikely that the City will build sidewalks at this location on Daley Strget anytime ih t6e foreseeable ft tune. Therefore, it is highly unlikely that a sidewalk constrL&d at.the subject property would ever connect to other City sidewalks. 4. Sidewalk construction is cleorly not consistent with the character of the surrounding neighborhood. While some of the criteria outlined in the 2002 Transportation Element would require sidewalks to be constructed at the project location, it has been . determined that it would not be in the City's best interest to install a sidewalk at this location. Therefore, it is recommended that the City waive the sidewalk construction polity requirement and not require construction of sidewalks along the frontage of the property at 509 91h Ave N, where it fronts along 8th Ave N, as a gondition of bailding permit approval.
