This memo is in response to a memo from Mr. John Westfall, Edmonds Fire Marshall, dated December 2.
Original comments from Mr. Marshall are in italics below with Dykeman response following in bold.
1. Add General Note: Replace apartment smoke alarms greater than ten years old (NFPA 72 11.8.1.4).
Smoke alarms shall be hard -wired, interconnected, with battery backup.
Dykeman Response: The Housing Authority of Snohomish County (HASCO) will replace the
smoke detectors as directed by the fire marshall. This note will be added verbatim to sheet A1.0.
2. Sheet A2.5 & A2.15 Call out interior sprinkler riser area.
Dykeman Response: In bath buildings, wet risers are located in Stairway #1, next to the existing
risers (to be abandoned). The new risers will be located so as to maintain required egress
clearances.
3. Sheet Al.0 LIST required permitslsubmittals include:
a. Fire Connection Permit
Fire connection permit is required for the installation of the underground supply for your fire protection
system. Underground design must be stamped by registered PE or a Level III (WA) fire sprinkler
contractor AND the installer must also stamp the plans. The installer must be either Level III or Level
"U" fire sprinkler contractor licensed by the State. Provide three copies ofplans showing all valves,
vault location, post indicating valve, fire department connection andpiping to include size and material,
hydraulic calculations, thrust blocking with calculations, pipe bury depth and any and all other materials
used and their fare protection listings. RCW 18.160.0701 RCW 18.27.110
b. Fire Sprinkler System Permit
c. Fire Alarm Permit
d. Fire Protection Footprint (example below)
Dykeman Response: Items a., b. and c. will be provided as conditions of the contract between
HASCO and the general contractor that is selected. As discussed with Mr. Westfall over the
telephone on December 11, item d. will not be provided since it is an existing building and it is not
possible to verify the components of this diagram.
4. Provide approved automatic closing fire -door auto closing by the actuation of smoke detector and

sprinkler water flow switch for following locations:
i. Sheets A2.5 & A2.15 COMMUNITY ROOM- CORRIDOR
ii. Sheets A2.5 & A2.15 LOBBY- OFFICE
iii. Sheets A2.6 & A2.17 LAUNDRY
iv. Sheet A2.7 BEAUTY SALON
v. Sheets A2.8 & A2.18 LIBRARY
vi. Sheets A2.6 A2.8 & A2.16 -A2.18 CORRIDOR -ELEVATOR LOBBY
Dykeman Response: As discussed with Mr. Marshall, this will not be necessary since HASCO will
communicate to management via written memo to remove door stops and wedges under doors to
allow them to close and remain closed when not in use, thereby maintaining fire -resistive
separations.
5. Sheets A2.5-8 & A2.15 -A2.18 General Note #4 Call out relocated exit signs and emergency lighting
fixtures with battery backup & field test operation.
Dykeman Response: Emergency lighting will be incorporated into new lighting per code
requirements. Exit signs will be reinstalled adjacent to original locations and at direction of the
Fire Marshall. Note 94 will be modified accordingly.
6. Sheet A3.1 & A3.2 Change note #21: Relocate cigarette receptacle no closer than 25' from building
openings.
Dykeman Response: Note #21 will be changed to "Existing Cigarette Receptacle to be removed.
Patch and Repair wall per Specifications."
7. Sheet A3.1 & A3.2 Add note: Update keys for Fire Department lockbox.
Dykeman Response: Owner will update knox box keys.
8. Sheet A3.1 & A3.2 Add note: Post building address in a position visible from building. Building numbers
shall be a minimum of 4 inches high with a minimum stroke width of Y inch. These numbers shall be
Arabic numerals and contrast with their installed background
Dykeman Response: Owner will provide building addresses on each building as directed herein
and by Fire Marshall.
9. Regarding fire protectionlsprinkler systems design:
a. Fire connection standard details for COE backflow prevention may be found at
http://www.ci.edmonds.wa.uslengr toe std details.stm . Fire sprinkler may be integrated with
existing fare standpipe system design and new sprinkler permit.
b. It appears NFPA 13R system will meet the minimum standards for fare protection purposes.
c. Balconies & decks will be sprinklered.
d. Provide current inspection, test & maintenance reports for fare standpipe systems iaw NFPA 25-
02.
e. Verb seismic bracing for existing standpipe system.
Dykeman Response: Fire sprinkler permit design will be submitted separately, and will comply
with requirements of City of Edmonds. Balconies and decks will be sprinklered. Existing
standpipes will be abandoned and new wet standpipes will be installed, therefore existing standpipe
inspections, tests and maintenance reports are not applicable.

10, Regarding fire alarm system design:
a. Manual& automatic fire alarm system modifications are required for the purposes of egress
path detection and corridor integrity, off-site sprinkler system monitoring, local alarm
audible/visual notification and exterior audibility.
b. Notification in public areas must meet accessibility requirements.
Dykeman Response: Fire alarm permit design will be submitted separately, and will comply with
the requirements of the City of Edmonds.
