During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to Marie Harrison.

GENERAL
Thank you for providing the cost estimate. Please provide a separate breakdown for on-

site and off-site improvements. The estimate will be reviewed in further detail at the next
submittal.
Please provide an itemized cost estimate for both on-site and off-site (right-of-way)
improvements, including traffic control.

Response letter requests that the traffic control and haul route plans be deferred

submittals. Please submit the haul route plan at this time. It is preferred that the traffic
control plan also be submitted and reviewed with the main permit so any potential
conflicts can be addressed during the review phase instead of during the construction
phase. However, the traffic control plan can be deferred, but the right-of-way permit for
the project will not be issued until it has been reviewed and approved by the City.
Please submit a traffic control and haul route plan for review and approval. Individual plans
shall be provided for all elements of work to be completed on Main Street, Railroad Ave, West
Dayton Street and James Street.
The Lift Station #7 project involves installing new sanitary sewer main in West Dayton

Street, from the east side of SR-104 west to approximately the east side of BNSF property.
The City will be utilizing much of James Street for staging.

The response letter states that trucks will be entering the site from West Dayton and
·
exiting onto Main Street. Sheet EDM-EC2 however states that all vehicles with mud or
dirt on their tires are to exit at Dayton Street. Please submit a haul route plan
consistent with the provisions provided within the erosion control plan.
Truck access shall be limited to West Dayton Street to prevent conflicts with ferry traffic.
It does not appear as though the plans were revised as the response letter indicates they

would be.
A sequence of plan sheets have been provided showing Existing Conditions and subsequently
those features that are to be Demolished. Throughout the remaining plan sheets however, some
of the existing conditions that were to be demolished still appear and it makes it difficult to tell
what the finished product will be and/or which elements are critical to each plan sheet. For
clarity, please revise plan sheets so existing features, to be removed, are only shown where it
provides critical information to the plan sheet.
Stephan has not yet received the Subordination Agreement, please provide.

Please coordinate finalization of the Subordination Agreement through Stephan Clifton.
Response letter states the relocated street lights are shown on the paving and horizontal

control plan, but they do not appear to be shown.
Plans shall be revised to include street lighting relocation & replacement on Railroad Ave, near
Main Street. Please revise the plans as needed and incorporate details consistent with the
direction previously received from the City.
STREET USE PERMIT ENCROACHMENT PERMIT
Reponse letter states the encroachment permit will be submitted by Sound Transit at a

A Street Use Permit was submitted to allow for reconfiguration of a portion of the parking lot
into the right-of-way and also for a sign at Sunset and James St. An Encroachment Permit is
required for encroachment into the City right-of-way, not a Street Use Permit.
Please submit an Encroachment Permit application and all required attachments.

south to north through the site with no need for a turnaround. The proposed route needs
to have adequate erosion control measures to eliminate tracking of dirt and debris onto
paved streets and/or storm systems. Please revise the plans accordingly.

identify in the construction sequence the appropriate time to construct the rock entrance and
wheel wash.

The City Fire Department is requiring the installation of 3 hydrants in conjunction

with this project. One hydrant is to be located at the entrance off of West Dayton
Street. The second hydrant should be located in the landscape island in the
parking lot to the south of the Amtrak Building. The third hydrant should be
located in the planter strip on the north side of James Street.
The 8 water main should be a looped, public water system. Accordingly, Sound

Transit would not be required to install a DCDA on the main line. Sound Transit
would be responsible for constructing the water main to the northernmost fire
hydrant at James Street. The City would complete the water system loop to Sunset
under a separate capital improvement project.
The domestic service that supplies water to the box hydrants on the east side of the

railroad tracks could be tapped off of the new 8 water main instead of off the main
in West Dayton Street. A meter and RPBA would still be required, but would be
located at the edge of the easement instead of at the property line.
A public water utility easement would need to be granted to the City of Edmonds for those
