Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. I am still working with Stephan to understand what issues remain at this time. 7/22/08 comment -Response letter states the Subordination Agreement will be furnished by Sound Transit at a later date. -Stephan has not yet received the Subordination Agreement, please provide. -Please coordinate finalization of the Subordination Agreement through Stephan Clifton. ok 7. 8.ok ENCROACHMENT PERMIT 1.N/A (sign will not be located in the City right-of-way and will not be installed at this time). Sheet EDM-ECN1 – TEMPORARY EROSION & SEDIMENT CONTROL ok 1. ok 2. ok 3. 4.11/17/08 - I understand that note 6c verbiage is verbatim from the ECDC, but as we are now know that dewatering to a sediment pond will not be acceptable at this site, both due to groundwater and contaminated soils, this note needs to be revised. The response letter states that a passage has been added to the specification section. Please provide a copy of the specifications for review. Also, please be sure to add the additional note below (new note) into the plan set. A separate permit is not required, but the discharge of significant quantities should be coordinated through the Engineering Inspector by calling the inspection line at 425.771.0220, ext. 1326. 8/13/08 comments from Jerry Shuster – Note 6c: Add language to include the use of well points for dewatering and the use of on-site enclosed tanks (i.e. Baker tanks) for water containment/sedimentation. Open sediment ponds will not be allowed for this project area due to past flooding of this area All water collected from well points must be contained and properly treated prior to discharge to the City’s sanitary sewer system. New note: Add a note that states that any and all discharges from the project site shall not cause a violation of any water quality 5.ok Sheet EDM-GD1 – GRADING, DRAINAGE & UTILITY PLAN ok 1. ok 2. ok 3. ok 4. 11/17/08 – In reference to comment “c” below, thank you for relocating the water service 5. line to private property. However, the water meter and RPBA have not been shown at what will be the edge of the new water main easement. The meter and RPBA should be located in the planter/utility area on the east side of the driveway entrance. 7/22/08 comment - Thank you for revising the plans to include an 8” water main through the property. Please revise the water system as follows: ok a. ok – existing service to remain b.. c.The domestic service that supplies water to the box hydrants on the east side of the railroad tracks is shown to be tapped off the new 8” water main with the service line running parallel to the property line and within the right-of-way. The tap shall be made on private property, with the meter and RPBA located at the edge of the easement, on private property. The water service line shall be located entirely on private property. Bld20080257 Sound Transit Edmonds Station Page 2 of 3 Alternately, a new tap could be provided on the City water main in West Dayton Street with the service line running perpendicular to the property line and connection to the meter and hotbox at the property line in the location shown on the plans. The first option was provided in order to minimize disruption in West Dayton Street, but is not required. ok – existing service to remain. d. ok e. The City Public Works Dept. has stated that water main joints should not be f. restrained. Please remove the (RJ) reference throughout and add thrust blocking at bends and tee connections per City standards. 11/17/08 – The City agrees to condition the building permit and allow the easement to be 6. created per the as-built location of the water system. The final easement document shall be recorded against the property prior to final construction approval of the building permit. 7/22/08 comment - Response letter states that it is agreed an easement is needed. Please provide a draft copy of the easement to the City for review and approval prior to recording. - A public water utility easement would need to be granted to the City of Edmonds for those portions of the water main located on private property. Sheet EDM-GD1 – GRADING, DRAINAGE & UTILITY PLAN 1.Please revise the fire hydrant main line connection to show an in-line valve near the main, consistent with the other two hydrants.
