Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. Review 5 – December 1, 2009 - REVISED SCOPE, new comments Previous reviews: Review 4 – November 17, 2008 Review 3 – July 22, 2008 Review 2 – June 12, 2008 Review 1 - April 22, 2008 GENERAL 1.Add Scope of Work to plan set or refer to separate specs. 2.Add General Construction Notes to plan set or refer to separate specs. 3.Construction Sequence is found on Sheet 12, but if new sheet is added toward beginning of plan set to provide info as requested in items #1 & #2, then please move construction sequence to same plan sheet. 4.Has CT conducted a traffic study at WSDOT intersection SR-104 @ Dayton to potentially add LT Phasing for SB movement. Please coordinate with WSDOT. 5.Please provide the City with an updated copy of the project specs. 6.Thank you for providing a cost estimate. This estimate will be used by the Engineering Division to calculate inspection fees. Therefore, the cost estimate does not need to include elements that will not be inspected by the City Engineering Division such as the windscreen canopies, wiring, mini-high platforms, etc. Please revise cost estimate accordingly. Quantities provided for civil improvements are currently being reviewed for consistency with the plan set. Any comments noted will follow this plan comment letter. LANDSCAPE PLAN – EDM-LO3 – SHEET 78 1.Plantings on the west side of the driveway at Main Street shall not create a sight distance hazard. Relocate the maple tree as needed to provide a clear line of sight towards the west. EDM-A4.1 & A6.1– CANOPY WINDSCREEN PLAN & PLATFORM SHELTER DETAILS 1. Please note on plans that canopy & shelter downspout drains shall be connected to the storm system. EDM-A4.7 – TRASH ENCLOSURE PLAN AND ELEVATIONS 1.Please revise Detail 1 to show how gates will be held in the open position. Will insert pipes be provided or alternate method? DRAINAGE REPORT 1.Please submit an updated drainage report that includes stormceptor sizing information. 2.Due to the depth of the storm system and the potential tidal influence, please verify the stormceptors will operate as designed for collecting and filtering pollutants. 3.Please include an operations and maintenance section in the drainage report. EDM-SV1 – Sheet 6 - Existing Conditions and Survey 1.Please revise plan sheet to accurately show location of sewer and storm in West Dayton Street. 2.Please revise plan sheet to accurately show location of chain link fencing around City lift station near West Dayton Street. 3.Plans indicate “dense trees” in the area of the West Dayton Street lift station and this vegetation no longer exists. Please revise plans. 4.Remove duplicate sewer manhole labels (one with sewer lid and one with water lid) as shown in West Dayton Street. The labels in West Dayton Street interfere with some of the utility lines shown on this sheet and on Sheet 24 (GD1) EDM-EC1 – Sheet 9 – Temporary Erosion and Sediment Control 1.A silt fence has not been shown at the limits of clear and grub (indicated on the demolition plan). Sheet 12, Construction Sequence note #8 indicates installation of a silt fence. Show the location of the silt fence and reference City standard detail E1.1. EDM-DM1 – Sheet 14 – Demolition Plan 1.Proposed improvements have been shown on sheets 14, 15 & 16. For clarity, please limit what is shown on this plan sheet to demolition of existing improvements. 2.Please revise the legend on sheets 14, 15 & 16 by removing the line type for “plug storm pipe”. 3.Revise plans to include curb, gutter and sidewalk demolition on the south side of West Dayton. This area will be impacted with the water main connection. Bld20080257 Sound Transit Edmonds Station Page 2 of 6 EDM-DM2 – Sheet 15 – Demolition Plan 1.Revise Demolition Note #23. This note should indicate the Amtrak Building will remain. 2.Revise plans to include overlay of James Street. Existing road is in poor condition and additional 100 CT bus daily traffic is expected with project. 3.Raise CB’s at west end of James Street as needed with overlay. EDM-PV1 – Sheet 17 – Paving and Horizontal Control Plan 1.The plans indicate an “8’ d/w approach” near the entrance on West Dayton Street. Is this entrance proposed for maintenance vehicle access to the rail system? 2.The plans indicate a “3’ x 4’ conc walk” in the landscape planter area near the south entrance to the parking lot. What is the intent of this concrete area? 3.As the landscape plan is not part of the civil set, please clearly indicate areas that are to be landscaped. Adding a note in landscape areas that references the landscape plan would be great. Of specific confusion is the area adjacent to the bike rack at the entrance off West Dayton, but the note would provide clarity on Sheets 17, 18, and 19. 4.The bike rack shown on the west side of the entrance off West Dayton should be moved closer to the Station. 5.Please show all wheel stops that are to be located along the parking stalls adjacent to pedestrian walkways. 6.Please reference to platform shelter details found within architectural plan set. 7.Please add a note to the plans that indicates all temporary asphalt walkway, curb and gutter is to be removed and replaced with concrete walk, curb and gutter. It appears as though the restoration boundaries might fall just short of encompassing the entire asphalt area. 8.Please confirm the sidewalk replacement to the west of the driveway entrance includes the panel of sidewalk where a street tree was removed and the void was temporary filled with crushed rock. 9.The trench patch restoration in West Dayton references Detail 1, a concrete pavement detail on Sheet 20-PVD1. Detail 3 is the appropriate detail to reference. Please revise. 10.Accurately show the location of the chain link fence around the perimeter of the lift station. EDM-PV2 – Sheet 18 – Paving and Horizontal Control Plan 1. Reference Detail 2 on Sheet 20-PVD1 for trench restoration in Railroad Ave. EDM-PV3 – Sheet 19 – Paving and Horizontal Control Plan 1.While it is not clear from this plan sheet if the stained concrete area is flush with the driveable surface, it appears from Sheet 32-EDM-PS3 that it is. a.A break in the curb is noted on the west side of the stained concrete, but curb ramps have been provided to indicate a grade change from sidewalk to driveable surface. Please revise accordingly. b.It appears as though the curbing should wrap around the sidewalk areas. Please revise accordingly. c.Please address drainage flows in this area to prevent ponding between the parking lots. 2.Please reference and incorporate curb ramp details into the plan set. It is difficult to tell if the restoration boundaries encompass the entire asphalt area. 4.Several light pole locations appear to be proposed over the top of existing utilities. Please revise plans accordingly. 5.Please clarify the standard detail you are referring to for Removable Bollards. 6.Please provide reference to and include in plan set curb ramp details. 7.Provide reference to and include in plan set driveway approach details for the Main Street approach. 8.Please reference Detail 1 on Sheet 22-EDM-PVD3 EDM-PVD1 – Sheet 20 – Paving Details 1.Detail 2 – ACP Trench Restoration Detail – add note that ACP shall be 3” or match existing if existing in right-of-way is greater than 3”. 2.Detail 3 - Please revise to indicate 95% compaction of subgrade consistent with City standard detail E2.3. EDM-PVD3 – Sheet 22 – Paving Details 1.Please revise Detail 1 to include panel length and width. EDM-PVS1 – Sheet 23 – Cross Sections 1.Revise Detail B to include the storm conveyance pipe shown on Sheet 24-EDM-GD1. EDM-GD1 – Sheet 24 – Grading, Drainage and Utility Plan 1.Show the required thrust block at the “T” in the water main 3-valve cluster in West Dayton. 2.Label storm conveyance pipe that trench drains connect to and callout pipe size and material. 3.Provide a cleanout or catch basin at the bend shown just north of the connection to CB#12. 4.Provide and reference a detail for the “tide flex check valve”. 5.Please adjust the location of the water and storm mains as follows on Sheets 24, & 25: a.The City would like a 15’ easement for the water main. While the easement will not be provided until after the main install, consistent with plan note #5, the storm line will need to be located outside the easement area. Show the location of the future water main easement on the plans and adjust water and storm locations as needed so the only utility within the easement area is the water main. b.Move water main to west of current proposed location to eliminate/avoid bends in the line. c.Move the storm main east as needed to provide separation from water main and reduce the need for bends in the water main. 6.The plans indicate the water service line will be 1 ½” diameter, while construction note 4 states the size of the service is 1”. Is note 4 really a reference to the water meter? Please revise accordingly and ensure water meter size is called out on the plans. 7.Hydrant assembly note currently points to the point of connection at the main instead of at the hydrant. Please revise. 8.Callout storm drain pipe material. Bld20080257 Sound Transit Edmonds Station Page 4 of 6 9.Please confirm there is no intent to replace the existing water service and side sewer lines that serve the Amtrak facility. The question has been raised by City staff as the existing lines appear to have been installed with the existing Amtrak building in the mid to early 50’s. EDM-GD2 – Sheet 25 – Grading, Drainage and Utility Plan 1.Plans indicate boring of a steel casing pipe under the railroad track and into Railroad Ave. a.What utility will be placed in the in the steel casing? b.Will the utility be placed with this project or is it for future use? c.Please clarify the area shown to the west of the steel casing in Railroad Ave. Is this the remaining trench section for the utility or is this a bore pit? d.Where will equipment be staged for this work? 2.Add in-line valves to either both sides of the hydrant connection to the main line. EDM-GD3 – Sheet 26 – Grading, Drainage and Utility Plan 1.Eliminate the new hydrant shown on the north edge of James Street. This hydrant will be installed by the City of Edmonds. 2.Callout water service line size and material type as well as the meter size. 3.Callout RPBA assembly and note installation shall be per City standard detail E7.11. 4.Locate water meter and RPBA in landscaping area on the north side of James Street. Water service tap should be close to the hydrant tap as shown on this plan sheet. 5.Please provide separation between water service line and power supply. 6.Show tightline connection to storm system for canopy windscreen downspouts. 7.Show future BNSF storm crossing (HDPE in steel casing) on plans to confirm location of CB#26 is accurate. EDM-SDD2 - Sheet 29 – Storm Drain and Utility Details 1.Detail 2 - In comparing this detail to plan Sheet 24-EDM-GD1, it appears as though CB #03 as shown in the detail should really be CB #02. Please revise accordingly. In addition, please elaborate on how CB #1 will be installed on the City 24” mainline. The existing 24” mainline cannot be cut 2.Detail 4 – Please include this detail, it is referenced on Sheet 24 as a trench drain detail. EDM-PS1 – Sheet 30 – Striping and Signage 1.Add approximately 30’ of centerline striping at entrance to parking lot. 2.Keep Right and Do Not Enter signs are redundant in conjunction with the pavement markings. One of the signs can be eliminated. 3.Add truncated domes (level with roadway) at the crosswalk (inside parking lot) at both ends of the island refuge and at the pedestrian entrance to the parking lot from the platform. 4.Bike signage (Note 25) to be relocated with bike rack accordingly, closer to Station. 5.Remove Pay Box (shown at entrance to parking lot) from this plan sheet. 6.Please show all wheel stops that are to be located along the parking stalls adjacent to pedestrian walkways. 7.Note 2 references signs to be installed by others. I do not see reference to these signs on the plan set. Are the signs shown or can this note be removed? Bld20080257 Sound Transit Edmonds Station Page 5 of 6 8.Just below Note 15 there is a note about signs that are NIC. Should this note be here? Signs numbered higher than 15 do not seem to be shown on the Striping and Signage Plan. EDM-PS2 – Sheet 31 – Striping and Signage 1.Add pavement striping (just South of station) to better direct one-way traffic in both the NB and SB directions. Striping should allow one-way traffic to continue around the parking island as well as direct the two-way traffic heading south into the one-way lane. 2.Rotate Do Not Enter Sign (Note 3) to properly face SB movement. 3.Prior to entering traffic circle for NB and WB movements, add pavement striping indicating right turn only or signage inside traffic circle. 4.Will a station identification sign (Note 19) be added on the north side of the station? A sign near the entrance to the station parking lot, north of the James Street traffic circle seems appropriate. EDM-PS3 – Sheet 32 – Striping and Signage 1.Add Stop Sign to access Railroad Street heading west out of Skipper's parking lot. 2.Will the curb on the east side of Railroad Street be painted yellow? 3.Will any signage be added for the bus system?
