During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to Marie Harrison.
City of Edmonds handouts and standard details can be referenced on the City website under
Development Services Department, Engineering Division.
GENERAL
1.Please provide an itemized cost estimate for both on-site and off-site (right-of-way)
improvements, including traffic control.
A bond is required to be placed for all right-of-way improvements. The amount of the bond
o
will be based on 120% of the City approved estimate for all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

Inspection fees for this project will be calculated at 2.2% of the 120% City approved

estimate for all improvements.
2.Please provide a traffic impact analysis. You may reference City handout #E82.
3.The City of Edmonds will be constructing a new sanitary sewer Lift Station #7 within the
existing easement at the SE corner of the subject site. This project will also involve the
rehabilitation of Lift Station #8, near James Street. Construction is anticipated to begin in June
2008. Pamela Lemcke, Capital Project Manager is the City contact for this project. Please

Coordination between the two projects is critical.
4.Please submit a traffic control and haul route plan for review and approval. Individual plans
shall be provided for all elements of work to be completed on Main Street, Railroad Ave, West
Dayton Street and James Street.
The Lift Station #7 project involves installing new sanitary sewer main in West Dayton

Street, from the east side of SR-104 west to approximately the east side of BNSF property.
The City will be utilizing much of James Street for staging.
·
Truck access shall be limited to West Dayton Street to prevent conflicts with ferry traffic.
·
5.A sequence of plan sheets have been provided showing Existing Conditions and subsequently
those features that are to be Demolished. Throughout the remaining plan sheets however, some
of the existing conditions that were to be demolished still appear and it makes it difficult to tell
what the finished product will be and/or which elements are critical to each plan sheet. For
clarity, please revise plan sheets so existing features, to be removed, are only shown where it
provides critical information to the plan sheet.
6.Please coordinate finalization of the Subordination Agreement through Stephan Clifton.
7.Plans shall be revised to include street lighting relocation & replacement on Railroad Ave, near
Main Street. Please revise the plans as needed and incorporate details consistent with the
direction previously received from the City.
STREET USE PERMIT
1.A Street Use Permit was submitted to allow for reconfiguration of a portion of the parking lot
into the right-of-way and also for a sign at Sunset and James St. An Encroachment Permit is
required for encroachment into the City right-of-way, not a Street Use Permit.
Please submit an Encroachment Permit application and all required attachments.

STORM DRAINAGE REPORT
1.The Design Requirements section of this report states that the City of Edmonds uses the latest
Department of Ecology (DOE) Storm Water Management Manual, which would be the 2005
version. The City of Edmonds is actually still using the 1992 DOE Manual. Please revise the
drainage report and storm design as needed to comply with the 1992 DOE Manual.
2.According to the Developed Conditions section of this report, the amount of new impervious
area being created with this development far exceeds the threshold of 2000 square feet by which
the requirement for a storm water detention system is imposed. In addition to the new
impervious surface area being created there is a significant area in which the impervious surface
will be removed and replaced. This area is also considered to be new impervious. For these
reasons, a storm detention system is required to be constructed with this project. Any request
for waiver from detention system requirements and allowance for direct release of storm water
would need to be provided in writing to the City. Along with this request a downstream analysis
would also be required to show that the existing system is capable of handling direct release of
surface water flows from the subject site.
Sheet 6 - EDM-SV1 EXISTING CONDITIONS AND SURVEY
1.Please identify City of Edmonds Utility Easement with AFN #200705010056.
Sheet 9 - EDM-EC1 TEMPORARY EROSION & SEDIMENT CONTROL
1.The rock construction entrance shall be placed so as to provide an on-site turnaround within the
rock pad.

2.The wheel wash in the proposed location appears to be located too close to West Dayton Street.
If possible, please locate the wheel wash further to the north of West Dayton Street.
Sheet 12 - EDM-ECN1 TEMPORARY EROSION & SEDIMENT CONTROL
1.It is assumed that the existing asphalt parking lot will not be removed immediately and therefore
the rock construction entrance will not be installed at the beginning of the project. Please
identify in the construction sequence the appropriate time to construct the rock entrance and
wheel wash.
2.Note #1 shall be revised to also state: Call for all inspection 24 hours in advance at 425-771-
0220, ext. 1326.
3.Erosion and Sedimentation Control notes, verbatim from ECDC 18.30.050, shall be added to
this plan sheet.
Sheet 13 - EDM-DM1 DEMOLITION PLAN
1.An existing CB is shown just west of the City Lift Station #7 Easement Area. It appears as
though this CB will be located in a landscape area at project completion. Should it be removed?
Sheet 16 - EDM-PV1 PAVING AND HORIZONTAL CONTROL PLAN
1.The curb ramp at the corner of Railroad Ave & West Dayton St shall be concrete, per City
standard detail E2.17. Please reference and incorporate this detail into the plan set.
2.New sections of sidewalk along Railroad Ave shall also be concrete.
3.New concrete curb and gutter shall be constructed along Railroad Ave per City standard detail
E2.8. Please reference and incorporate this detail into the plan set.
4.The driveway entrance shall be constructed per City standard detail E2.27 for high traffic loads.
Please reference and incorporate this detail into the plan set.
5.A minimum 2 ACP patch is required beyond the face of the new gutter.
6.The new curb at curb return C10 appears to be crossing over the top of the Lift Station access
hatch. Please revise accordingly.
7.Clearly indicate the style of curb to be constructed throughout the parking lot and reference the
appropriate standard detail provided on sheets 19 & 20 (EDM-PVD1 & EDM-PVD2)
Sheet 17 - EDM-PV2 PAVING AND HORIZONTAL CONTROL PLAN
1.The new curb ramp on the west side of Railroad Ave shall be constructed per City standard
detail E2.20. Please reference and incorporate this detail into the plan set.
2.Please indicate what the curb at the end of curb return C47 ties into. Does the curb flush out
with the adjacent asphalt area?
Sheet 18 - EDM-PV3 PAVING AND HORIZONTAL CONTROL PLAN
1.A pedestrian pathway is shown at the corner of James Street and the southwest corner of
Gepharts First Addition. Please provide a ramp from the existing sidewalk to the parking lot.
A curb is currently being shown.
2.Please indicate the width of the drive aisle at the north end of the parking lot.
3.The driveway approach at Main Street shall be per City standard detail E2.27. Please reference
and incorporate this detail into the plan set.
4.Is the new concrete area on the east end of the driveway supposed to match grades of the
existing walkway to the south?

5.The curb line on the west side of Railroad Ave at the bus turnout needs to be adjusted to create a
smoother transition between the existing bus turn out and then new widened area. It appears as
thought the new/revised sidewalk could be pushed even a little further to the west.
Sheet 22 - EDM-GD1 GRADING, DRAINAGE & UTILITY PLAN
1.Provide existing (pre-1977 & post 1977) and proposed impervious surface area calculations.
2.Please update plans to show approximate location of future sewer to be constructed in
conjunction with the new Lift Station #7.
3.Provide TOC & BOC elevations for new curbing located near CB #07 as well as for the curb on
the east side of the parking lot.
Sheet 24 - EDM-GD3 GRADING, DRAINAGE & UTILITY PLAN
1.Please provide TOC & BOC for the new curb along Main Street.
2.Revise plans to show the new sidewalk along the west side of Railroad Ave.
Sheet 25 - EDM-SDN1 STORM DRAINAGE NOTES
1.Please revise note #3 to state that all ladder steps shall be polypropylene.
2.All grates located in the City right-of-way shall be locking, vaned grates.
Sheet 28 - EDM-PS1 STRIPING AND SIGNAGE PLAN
1.Show drive aisle and parking stall dimensions.
2.Stripe pedestrian aisle between parking lots so it is clear the area is not intended for vehicles.
3.A stop bar shall also be painted on Railroad Ave at the intersection to West Dayton Street.
Sheet 29 - EDM-PS2 STRIPING AND SIGNAGE PLAN
1.Show drive aisle and parking stall dimensions.
2.Add one-way directional areas at the north end of the one-way parking areas located in the south
parking lot.
3.Move two-way directional arrows further north, closer to the entrance at James Street.
Sheet 30 - EDM-PS3 STRIPING AND SIGNAGE PLAN
1.Show drive aisle and parking stall dimensions, including parallel stalls.
2.Add Sign #3, Do Not Enter, on either side of the one-way entrance at James Street.
3.Is the existing chain link fence around the power facility to remain? Clearly show drive aisle
between the power facility and the parallel stalls.
4.Please clarify the use of Sign #1, One-Way Only, located between the two tracks. Who is this
sign intended for?
Sheet 31 - EDM-PD1 STRIPING DETAILS
1.Detail #4, yellow center lane stripe shall be per City standard detail E3.1.1. Please replace this
detail with the City detail.
2.Detail #8, Crosswalk detail, shall be per City standard detail E3.2. Please replace this detail
with the City detail.
