• The building enclosure must be inspected by a qualified inspector in accordance with RCW 64.55.030, 64.55.040, and
64.55.050. A building enclosure certification letter from the inspector must be submitted to the Building Division prior to
final inspection by the City Building Inspector in accordance with RCW 64.55.060.
• Where phasing of construction occurs, coordinate inspection with the City Building Inspector to insure that all required
inspections are performed. Inspection by the building enclosure inspector to meet RCW 64.55 does not substitute for
required City building inspections which must be performed by the City Building Inspector.
• The original plans for these buildings in City archives show that I hour walls are required where less than 40 feet to the
property line and projections such as eaves must also be protected to I -hour construction. The proposed repairs to (tic
building must maintain these code requirements (these buildings were built under the 1973 UBC). 1973 UBC 2203 exception
permits the exterior walls facing 73rd Place to be unrated. All other exterior walls must be 1 -hour rated. Applicant has
chosen to use Ilardic siding/soffit board. See NER-405 assemblies 3 & 4 for installation information.
• Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
• Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any items not to code specification.
• Sound/Noise originating from temporary construction sites as a result of construction activity are exempt from the noise limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 1000am and 6:00pm on Saturdays,
excluding Sundays and Federal Holidays. At all other times the noise originating from construction sites/activites must
comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.
• Applicant, on behalf of his or her spouse, heirs, assigns, and successors in interests, agrees to indemnify defend and hold
harmless the City of Edmonds, Washington, its officials, employees, and agents from any and all claims for damages of
whatever nature, arising directly or indirectly from the issuance fo this permit. Issuance of this permit shall not be deemed to
modify, waive or reduce any requirements of any City ordinance not limit in any way the City's ability to enforce any
ordinance provision.
• New and existing buildings shall have approved address numbers, building numbers or approved building identification
placed in a position that is plainly visible from the street or road fronting the property. Address numbers shall be Arabic
numerals or alphabet letters. Numbers shall be legible from the public way, at least 4 inches high with a Y, inch min. stroke
width on a contrasting background.

INTRODUCTION
The purpose of this inspection was to evaluate outside weatherization features, to the extent that
a reasonable amount of time and conditions permit. The initial presumption is that all elements
are adequate and proper. Statements, representations or conclusions to the contrary are made
only when the inspecting engineer sees evidence which, in his judgment, indicates the existence
of significant deficiencies. The inspection is visual only and does not involve the opening or
exposure of elements concealed from view. Observations were made from the exterior of the
buildings only.
Wherever a deficiency of any kind is identified in this report, there is always a possibility that it
is associated with a larger, more serious, or more extensive problem that is hidden from view or
is beyond the scope of this inspection. Consequently, you should take whatever action is
necessary to ensure that the full extent and implications of identified deficiencies are known.
To fully understand the importance of any deficiency, you should obtain bids for its correction.
Bids for repairs vary widely. You should always obtain at least three competitive bids.
Certain limitations apply to any inspection, including those diligently performed by a qualified
expert. The limitations on this inspection include any noted in the body of the report together
with those listed under "Limitations on Inspections" at the end of the report. We consider these
limitations unavoidable. If you make any use of the information contained in this report, it is
necessary that you understand and accept these limitations. IF THESE LIMITATIONS ARE
UNACCEPTABLE TO YOU, YOU SHOULD NOT RELY ON THE INFORMATION IN THIS

EVALUATIONS
ROOF COVERINGS: The roofs are covered with composition shingles. These shingles are
very commonly used and are relatively inexpensive, lightweight and easy to install. They have a
typical life of about 20 years. It is not common, but occasionally the life is much shorter even
though the installation is proper. Such short life appears to be attributable to defective
manufacture and is not predictable through inspection. The installations appear proper. The
exposed surfaces show no significant deterioration.
ROOF GUTTERS & DOWNSPOUTS: Roof gutters and downspouts help protect the exterior of
the building and help preventwater penetration of sub -grade areas. It is important that the
system be kept clean, leak proof and free of excessive deterioration. They are metal units. They
are in serviceable condition.
EX'T'ERIOR WALL COVERINGS: The exterior walls are covered with cement board siding.
This is a relatively new product and its long term reliability is not known. However, I would
expect it to serve better than the wood fiber products that have been popular in recent history. It
appears to be well applied. I found no significant deterioration in this application.
Portions of the exterior walls are covered with wood siding. I found no significant deterioration.
There is a need for some minor touch-up paint maintenance in local areas of the siding.
PORCHES: The wood porch structures have spaced -board floors supported by wooden
framing. The porches are reasonably well constructed and are in good condition.
GENERAL COMIv1ENT: The construction of the weather resistant features of the buildings is
complete and the features are in good condition.

based solely upon a visual examination of the exposed areas of the structure inspected. Hidden
defects could have a significant impact on the visually based conclusions, statements, and
representations made by the inspector.
