Dear Marie Harrison,
I have received your letters as follows:
June 13, 200 —"Expired permits"
o May 27, 2008 — "Order to Correct Violation Notice Dated May 2, 2008"
My initial response to the June 13th Letter is that of great disappointment. I
believe members of the Edmonds Community, both from a residential
perspective (tax paying, etc.) and from a local economics standpoint (owning a
business in Downtown Edmonds), deserve a certain level of compassion.
I have come into the building department — your office - three times in the past
six weeks to get an extension on my permits and/or bring in plans, etc., only to
be derailed by one of your clerks who would send me away with a different task.
,each time I started by saying I needed to get my permits renewed, and...
(whatever else I needed to accomplish). Any of those three times would have
been in time to pay for the permit renewals, but not realizing how critical those
renewals were, I walked away each time fully believing I could come in with the
new completed "task" the next time and buy the permits at that point.
In spending so much time in your office working on the different tasks I have
been asked to complete, and with each visit expressing my difficult financial
constraints, I hoped I would get some sort of understanding. Then, to be
working with your office on each of these tasks, making calls to the office,
hoping to be called back and discuss the extenuating circumstances, only to
come home to a letter basically saying that all those visits and calls didn't matter,
you now want over $2500 in fees because I didn't buy the renewals any of the 3
times I was in your office over the last 6 weeks? That money, if I had it, could
be used to build my deck, or finish my drywall. Please don't ignore all the efforts
and time I have spent trying to accommodate your rules just to charge me the
full amount and delay deck approval, not to mention the inspection.
In addition, I had brought in my deck repair drawings with the railing before
your letter was sent but there is no mention of it in this letter.

This process has been extremely difficult and expensive. And I had just finally
scraped up the money to repair my deck in time for a function I'm having for my
employees in August, Then to get this letter, I now have to use part of that
money to pay for all new permits. PLUS, I now have to re -submit all the plans
again... What does that mean exactly? I am just so disappointed that this has
happened, and that there hasn't been more help in working through the process,
financially and from a "helpful" standpoint. Could you please give this situation
some additional consideration and allow me to continue with the inspection as
planned, not have to pay the entire permit amounts (renew), and get the deck
repair approval soon so I can get someone to come out and deck it next week?
I apologize for being so emotional about this situation, but this house has cost
many thousands more than I dreamed it would. It was a much bigger project
than I anticipated. I'm a single parent and have a new business that I'm trying to
get off the ground and I just need a small break. I don't know the "city"
processes like the builders you work with, and timelines & deadlines, and my
feeling is that I was doing what I thought was all the right things to respond to
your requests.
Please feel free to call me at my office or on my cell phone. I will come and
meet with you in person, if you'd like. Please let me know next steps, and
specifically what you need in order to move forward in the process so I can get
my deck repaired and the addition inspected, as I need the insulation and
drywall completed before this office function in early August.

Note: Building permit fees and time frames are established by the Edmonds Community
Development Code and cannot be waived by the Building Official. -If you do not receive

The Building Official has determined separate permits are required since the project is
phased. Please complete the attached permit application fors and return with the

Dear Marie Harrison,
I was in the City Planning Office on Friday, May 23, 2008, to obtain a
permit to repair my deck. You had found the old deck plan on file
which was in consideration when we were re -building. That plan has
been abandoned and we have opted to repair the existing deck when I
can afford to do so. Please do NOT use the old plan - it is incorrect.
You should use the plan I brought in on Friday and not the plan you
had on file previously for the permit.
One problem does exist, however. I am not in a position to finish the
deck for awhile, as I had mentioned when I was there, but I am
apparently forced to come up with a specific plan for the railing now. I
will need some time to research the railing options, so please advise as
to what time frame I have to do so.
1 would ask that the deck permit be put on hold for 60 days while I
do some investigating on the type of railing that I would like to use
and again, do NOT use the old plans. Please contact me within 5 days
to let me know that this request has been received and will be
considered.

Dear Ms. Christel:
Thank you for submitting a new deck application in response to the City's Order to Correct
Violation Notice. In response to your letter dated May 26, 2008:
The City will review plans when you submit them as you did not provide plans with your
current application (BLD20080419). The plans submitted by you must be true and accurate
and clearly indicate what you intend to `repair/replace/change out' on the existing deck.
Please submit required plans by June 9, 2008 (two copies required). Be aware all existing
members that you retain must be structurally sound (subject to field check by City Inspector).
The deck permit application must be issued within 180 days of submittal (this timeline
accommodates your request that the deck construction be placed on hold forte days). If you
want a final inspection on your other project before the deck is completed you will be
required to install a permanent guard (see Deck handout as to what constitutes a code
compliant guard). Guards are required to protect falls of 30 inches or greater. It is
permissible to install a permanent guard at the exterior building wall and construct the deck
at a later time once permit application BLD20080419 is issued; provided the existing deck is
not a required exit for the residence.

Dear Ms. Christel:
As a follow-up to the referenced Order to Correct Violation Notice, a permit application was
submitted for a deck at 8809 Olympic View Drive; unfortunately the application expired without
the permit being issued. The City is aware that work has commenced on this deck which
requires a permit (note this has been confirmed in a recent field inspection by the City Building
Inspector).
The City utilizes the Civil Penalties ordinance and fines as a last resort to gain code compliance.

shall utilize our collection agency for the re-couping of fines. And, pursuant to State RCW Law,

Spoke to Christel's son, Jay Lewis. He says he could not build a large deck like his
application indicates. I guess there is a setback problem. He claims planning and Jenny
told him he did not need a permit to repair his deck. Say's he is just replacing the i
decking and some rotten joist and hangers.
I told him if he is changing the deck size then our plans need to be revised. He wanted to `x
talk to the building official so I patched him through.
Never mentioned the previous letters that he did not respond to. m
