Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. Review 1 – October 30, 2008 Review 2 – January 9, 2009 GENERAL 1/9/2009 – The response letter states a cost estimate was submitted with the response letter, 1. but I have not been able to locate the cost estimate. Please submit for review and approval. 10/30/08 comment - Please provide an itemized cost estimate for both on-site and off-site (right- of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771-0220 or Harrison@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. 2.1/9/2009 – Thank you for submitting a traffic control plan (TCP). Please revise as follows: th a.A lane closure on 238 St SW requires the use of flaggers. Remove Yield signs and add appropriate flagger ahead & flagger signage, as well as flagger station symbol. b.Two separate traffic control plans will need to be submitted for the utility crossing and the frontage improvements. The frontage improvements (curb, gutter & storm bld20080814-0815-TNT-2 Page 1 of 4 bld20080814-0815-TNT-2 work) could be performed without a lane closure as long as 2 (two) 10-foot travel lanes are maintained for west bound & east bound traffic. c.Clearly identify areas of road disruption and the work zone on the TCP. d.Provide construction cone delineation to protect the work zone and to identify travel lanes. Clearly show placement of cones and spacing requirements on the TCP. e.Place End Road Work signage in each direction of travel, at the end of the work zone. f.Road construction warning signage for vehicles heading north bound on SR-104 th should not be placed in the island between SR-104 & 238. Signage should be th placed along the east side of the sidewalk and follow the right turn leg onto 238 St SW. g.Road construction ahead warning signage should be placed on SR-104 in the south th bound direction of travel, prior to the approach at 238 St SW. 10/30/08 comment - Please submit a traffic control and haul route plan for review and approval. th Individual plans shall be provided for all elements of work to be completed both in 238 and in Edmonds Way. 1/9/2009 – The 40’ access easement as shown on sheet C2.0, is an easement that was 3. previously recorded in 2007, granting an access easement to Parcel B across Parcel A. The new Lot Line Adjustment (LLA), which has not yet been signed and recorded, will provide a new easement from Parcel B to Parcel A. The existing easement should be relinquished and plans should be updated to reflect these changes. Also, it is unclear why a sewer easement and drainage easement are shown within the property boundaries of Parcel B. It appears as though the utilities within these easement areas will only serve Parcel B. The pending recording documents for the LLA, on file with the City, do not show these easement areas either. Please revise/clarify. 10/30/08 comment - It is understood that a Lot Line Adjustment application is currently under review. Please revise civil construction drawings to reflect new property lines and easement boundaries. 4.FYI only – With the presence of a homeowners association, easements for shared utility systems, located within the subject site, may not be necessary. 1/9/2009 – Comments were faxed to the applicant on 11/14/08 and Review Comments #2 5. from the Stormwater Engineer are attached to these plan comments. 10/30/08 comment - The storm drainage calculations were delivered to our office on October rd 23. They are currently being reviewed by our storm water engineer. Any comments will follow these plan corrections. ok 6. C1.1 – GENERAL NOTES & DETAILS ok 1. ok 2. C2.1 – TESC PLAN ok 1. ok 2. C3.0 – SITE DEVELOPMENT PLAN ok 1. ok 2. ok 3. 1/9/2009 – It is understood there is intent to flush out the sidewalk with the pavement 4. grade, however the detail provided shows a transition from vertical curb to extruded curb and does not flush out the sidewalk at this transition. Please indicate where the curb will transition to pavement grade. Please keep in mind that storm flows will still need to be directed to the trough drain in the driveway. Placing a ramp at the north end of the sidewalk, at parking stall #5, versus flushing out surfaces might be cleanest. Please revise the curb ramp detail to incorporate all elements of City standard detail E2.18: the ADA ramp shall be a minimum width of 5’, a curb shall be placed on the back side of the ramp, etc. 10/30/08 comment - A concrete corner curb ramp shall be installed per City standard detail E2.17 or E2.18 at the intersection of the driveway entrance and 238th. Please reference and incorporate detail into plan set. 1/9/2009 – Detail E2.27 has been referenced, but has not been incorporated into the plan 5. set. Please incorporate. 10/30/08 comment - A high traffic driveway access shall be constructed per City standard detail E2.27 at the driveway approach. C3.1 – GRADING & DRAINAGE PLAN ok 1. ok 2. ok 3. ok 4. 1/9/2009 – The plans have been redlined to show the limits of excavation and a note has 5. been added to the plans stating the sewer main is to be protected and preserved during construction. Please revise this note to also state “as required by Olympic View Water and Sewer District (OVWSD). Contractor shall notify OVWSD prior to excavation in the vicinity of the sewer main.” 10/30/08 comment - The detention vault is shown right against the property line. Please indicate how/where shoring will be placed and how much excavation in the City right-of-way will be required during the vault installation. ok 6. Page 3 of 4 bld20080814-0815-TNT-2 L-1 LANDSCAPE PLAN The following comments were provided on 10/30/08 and have not yet been addressed. The response letter states the project’s landscape architect will address. Please revise and resubmit. 1.The landscape plan indicates large tree plantings over the top of the storm detention vault. Please revise accordingly. 2.The landscape plan and the civil plans are not consistent in showing the placement of the pedestrian sidewalk and landscape areas in front of each building.
