The proposed project requires a Design Review. Projects that remain under the SEPA threshold
are reviewed by staff with the building permit and the design review is considered an
administrative Staff Decision subject to the requirements of ECDC 20.60 (Sign Code) and
2095.040 (Staff Decision — No Notice Required).
Analysis:
1. Location. The project site is located at 184 Sunset Ave. The site is zoned BC — Community
Business. The site is also located within the Downtown Activity Center Comprehensive Plan
Overlay.
2. Sign type. The proposed sign is an internally illuminated wall sign which is a permitted sign type
subject to conditions in the Downtown Activity Center. Pursuant to 20.60.020.M.2, internally
illuminated signs in the downtown area may only light the letter and the background of a sign may
not be illuminated. The proposal proposes to apply blockout vinyl to the background of the signs
consistent with 20.60.020.M.2.
3. Size. Sites within the BC zone are permitted 1 square foot per lineal foot of attached wall for walls
signs. The building frontage is approximately 30 feet, therefore the site is permitted 30 square feet of
signage. The proposal is for a 2 feet by 12 feet sign or 24 square feet of sign area.
4. Color. The proposed sign color of a green and red lettering with white opaque background with is
acceptable.
5. Height. Pursuant to ECDC 20.60.020.M.5, internally illuminated signs in the Downtown Activity
Center shall not be permitted to be height that 14 ft. The top of the proposed sign is at 13 feet 6
inches.
Decision:
Based on the facts and conclusions of this report, staff finds that the design review for this project (File
No. BLD -2009-0301 is APPROVED.

Appeals: Design review decisions by staff under the provisions of ECDC 20.12.030 are only
