During review of the subject submittal, it was found that the following information, corrections,
or clarifications would need to be addressed. Our handouts can be found online at the City of
Edmonds web site www.ci.edmonds.wa.us under City Government/Development
Services/Engineering Division.
Site Plan:
1.Site plan is very difficult to read. Since demo has been issued please remove the layer showing the
existing home and other existing features that will be removed for clarity.
2.If two existing shed buildings will remain, add to site plan.
3.Will 5 ft fence along upper driveway remain or be replaced?
4.Indicate on site plan that 2 ft shy distance from driveway to fence and driveway to north corner of
structure will be met.
5.Driveway entrance must be 12ft in width in right of way to property line. Site plan is showing 10ft
width. Driveway must at all points have a slope equal to or less than 14% per Edmonds Community
Development Code (ECDC) Section 18.060 D.
6.Portion of driveway appears to be on neighboring property. Please provide copy of easement granting
access to your property.
7.Nelson Geotechnical Associates (NGA) report indicates that construction stockpiles shall be placed no
closer than 30ft from the top of slope. Show intended location of stockpile materials on site plan.
8.New grade break wall is shown as meeting the north corner of the proposed house. If the wall is to be
this close to the structure it will carry a surcharge and must be designed by a licensed Washington State
engineer.
9.Existing rockery is shown on site plan as partially in the right of way. Per Edmonds Community
Development Code (ECDC) Section 18.40.020 states “No rockery may encroach into or be located in,
over or on any city right of way.” Please remove section of rockery located in the right of way.

Drainage/Detention:
10.Site plan shows detention system installed through the existing rockery. Please show where rockery will
be removed, where detention will be located and how grades will be handled around that area. Also
submit an evaluation from NGA (as recommended on pg 6 of report) regarding the placement of the
detention system at the slope area and the removal of a portion of the rockery.
11.Please recalculate impervious surface amounts. A measurement taken from the submitted site plan
shows the total of house roofline and proposed driveway area totals well above 5000sf.
12.Please resubmit detention system calculations. A quick measurement of roofline of house and driveway
on site plan puts the impervious surface over 5000sf. The Detention handout worksheet no longer is
applicable if impervious surface is equal to or greater than 5000sf. A detention system designed by a
Washington State licensed engineer is required. Please submit drainage report and system calculations.
13.Please provide on site plan proposed rim and invert elevations for the detention catch basins.
14.Show on site plan how driveway surface water will be captured into the detention system both at area
near garage and at the base of driveway. NGA report indicates that all drainage should be directed away
from the slopes therefore must be “caught” and directed to detention. Include on site plan all rim and
invert elevations for all new drains/catch basins.
15.Site plan submitted shows footing drains and tightline connecting to storm system in the right of way
and bypassing the detention system. Tightline must go through detention system. Footing drains can be
directly connected to the outfall catch basin. Show footing drain and tightline from connection to house
to connection to drainage system. Per NGA report footing drains must be embedded at least 3 ft into
medium dense or better native soil. Please indicate the depth of footing drain on site plan. All
connections must be within private property.
16.A bioswale is shown on the site plan. Please clarify the runoff that is intended to be caught by the
bioswale and show where the water collected in the bioswale will discharge. Submit detail showing
construction of proposed bioswale.
Utilities:
17.Show location of existing water meter.
18.Show all utilities on site plan from property line to house (ie water line from meter to connection at
house, side sewer from property line to connection at house, gas from property line to house). Please
note that water and sewer lines must have a horizontal separation of 10ft.
19.If utility locations conflict with placement of detention system, please show how separation
requirements will be met.
20.Show where power and cable lines will connect to the house.
21.If intention is to use existing side sewer lateral, from main to property line, then it will need to be TV’d
by Public Works to determine if in good working condition. Call sewer division at Public Works to
schedule, 425-771-0235. If condition is not acceptable to reuse, owner/contractor shall be responsible to
replace sewer lateral.

22.If intending to use any portion of the existing side sewer, property line to house, then it is the owner’s
responsibility to TV line and submit results to Public Works to determine if in good condition for reuse.
23.Show 6” side sewer clean out with 12” cast iron locking lamphole cover on right of way side of property
line. Also show 4” clean out at house.
Erosion Control:
24.Erosion Control:
a)All recommendations for erosion control made in the NGA report shall be followed.
b)Please add filter fence to site plan and add detail to plans, must conform to City of
Edmonds standard detail E1.1.
c)Note on site plan that catch basin erosion and sedimentary control socks will be
installed. Add catch basin protection detail to plans, must conform to City of Edmonds
standard detail E1.3.
d)Show specific measures to be taken in area where detention will be placed and rockery
removed.
e)Vegetation must be replaced as soon as possible.
f)Per NGA report, site has medium to high erosion potential when stripped of vegetation
therefore erosion control measures will require close attention and may need to be
reevaluated at different stages of project.
Please resubmit 3 copies of the revised plans/documents to a Development Services Coordinator. Please
