Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1.Please revise the off-site cost estimate to include the following: a.Additional asphalt pavement sawcut ton include lineal footage for 2’ patch adjacent to new curb/gutter sections. b.1 6” RSGV for fire hydrant c.Painting of road centerline and crosswalk. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after final review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771- 0220 or Harrison@ci.edmonds.wa.us 2.Please provide a cost estimate for all civil on-site improvements. Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements (on-site and off-site). 3.Please provide a haul route plan. Trucks should be directed to SR-104 in the most feasible and th direct route. Travel on 196/Puget Drive and Olympic View Drive is prohibited. 4.Provide a Construction Sequence similar to that shown in the attached. 5.General Construction Notes are currently provided on plan sheet C3.0-Grading, but as the notes apply to the entire plan set, they should be moved to C1.0-General Site Plan or a Notes/Details page. bld20100013-Holy Rosary-1 Page 1 of 5 6.Please revise the General Construction Notes to include any additional pertinent notes provided in the attached. th 7.Please revise architectural site plans, landscape plans etc. to show corner curb ramp at 7 & Aloha consistent with civil site plan. Please refer to comment #1-Note 1 under Sheet C1.0 below. 8.Please provide a signage and striping plan sheet that addresses the following: a.Direction of traffic flow through drop-off drive b.Restricted access into driveway on north side of new parish hall c.Restricted access into the area of the trash enclosure d.Curbs shall be painted yellow where parking is prohibited throughout the site. e.Curbs shall be painted yellow 5’ on both sides of driveway entrances within the right-of- way. f.It shall also be noted that the crosswalk on Aloha shall be re-striped as well as the center th line on 7 Ave, which will be disturbed with the water main tie in. Details shall be provided for crosswalk striping. 9.Please refer to the attached Storm Water Management Review Checklist provided by Jerry Shuster in review of the civil construction drawings. Storm Drainage Report, Pace Engineers Inc., May 29, 2009 The following comments are provided by Jerry Shuster in review of the above noted storm drainage report. Please contact Jerry directly at 425.771.0220 or by e-mail at shuster@ci.edmonds.wa.us with any questions you may have regarding these comments. Page 3, Section 2.1: The City currently uses the 1992 Ecology Stormwater Manual, not the · 2005 one. The description under Task 4 should differentiate between the existing detention system (if · any) and the proposed one. Page 16, Section 3.3: Per ECDC Chapter 18.30.060.B.1, runoff treatment is only required in · developments that create or add 5,000 square feet of new impervious surface. Recheck the amount of "new impervious" that is pollution generating per the comment in the attachment. If it is less than 5,000, no water quality treatment is required. If water quality treatment is not required then you can also disregard the comments in the attachment regarding the dead storage (it is not necessary). At a minimum, regardless of how much PGIS, please outfit all catch basins in the parking area with down turned 90 degree elbows on the outlet pipe, in order to provide some oil control (including regular cleaning). Sheet L2.1 – Landscape Plan 1.Plan states existing Norway maples street trees shall remain, however the storm utility improvements along the north side of the property will not allow for this. Please revise plans as needed. Sheet C1.0 – Site Plan 1.Please revise Construction Notes as follows: bld20100013-Holy Rosary-1 Page 2 of 5 All Notes – Revise so detail references are consistent. Some details are referenced by City standard detail number and some are referenced by civil sheet detail number. th Note 1 - Construction Note 1 indicates curb ramp at corner of 7 and Aloha will be constructed per City standard detail E2.15 – Type 2 ramp. This ramp design is intended for locations where a sidewalk only exists on one side of the street and not where two sidewalks come together and meet at the curb ramp. A WSDOT detail can be provided if there are no City standard details that provide a ramp design for this type of configuration (where ROW is limited behind the sidewalk and the ramp is designed for T intersection with only one crossing). If no details are available, the Engineer of Record will need to design a ramp that meets ADA requirements and provide a detail of the ramp in the plan set. Note 5 - Details on the placement of the concrete curb stop are also provided in section detail C on sheet C3.1. Please reference under this note. Note 7 - This note provides reference to a standard detail for City sidewalks which includes the construction curb and gutter. It does not appear as though the sidewalk will have curb and gutter in those areas where it’s constructed on private property. Please reference a separate detail for on-site sidewalks. Note 10 - Please also reference detail E4.2 on sheet C6.0. Note 12 - Please reference the architectural sheet that provides a detail on the trash enclosure. I believe this is Sheet A1.6 – Detail 17. Please refer to separate comments provided by Steve Fisher, Recycling Coordinator that may affect detail 17. Note 13 - This note states the parking lot light shall be relocated. Please indicate where the light will be relocated to. th 2.Please reference Construction Note 3 on 7 Ave and adjacent to the sewer manhole on Aloha to indicate curb/gutter replacement. 3.Where curb and gutter is to be replaced, a 2’ sawcut and asphalt replacement is also required. This shall more clearly be indicated on Aloha Street. 4.Please indicate whether the north end of the walkway between the drop-off drive and the parking lot will ramp to the drive aisle or if the curb is to wrap around. Sheet A1.3 and detail 2 on Sheet A1.6 indicate a curb, while most other plans do not show a curb at the end of the walkway. th 5.The curb ramp on the south side of the southern most access on 7 Ave N is called out for replacement. The notes indicate the area should be removed and replaced per City standard detail E2.13. This detail is a sidewalk detail and does not provide direction on how the ramp is to be replaced. Please provide a specific detail for this section of sidewalk. 6.Please callout the end of curb along the east side of the drop-off drive. Due to utility lines shown on this plan it is difficult to tell where the limits are. Sheet C2.1 – TESC Plan 1.A gate is shown on this plan sheet at the trash enclosure driveway entrance, but has not been shown on any other plant sheets. Is a gate proposed for this area or is it shown on this plan sheet in error? If the gate is to be installed, please show on all pertinent plan sheets. In addition, show the location of the gate pins that will be installed to provide for a gate swing that meets the bld20100013-Holy Rosary-1 Page 3 of 5 requirements set by Steve Fisher, Recycling Coordinator. In addition, gates should not be allowed to swing over the sidewalk into the City right-of-way. Sheet C2.3 – Traffic Control Plan 1.Please revise the traffic control plan to provide individual plans for the different phases of work. Road Work signs should be placed ahead of the th 2.Place End Road Work signs on 7 Ave at each end of the project limits. 3.Callout required spacing between signs. 4.Please locate the flagger a minimum of 155 feet from the work zone. th 5.Show the painted road centerline on 7 Ave N. 6.Where the shoulder of the road will be blocked by cones, a minimum 10’ wide travel lane must be maintained. Sheet C3.0 – Grading Plan 1.Please provide bottom of footing elevations so grading calculations can be verified. 2.For the loc-block retaining wall, sheet A1.3 is referenced, but I believe this should be A1.4. Sheet C4.0 – Storm Drainage Plan 1.Please note on plans whether CB-1 will be a saddle manhole or if the existing storm pipe will be cut to allow for installation. 2.CB-2 – please revise storm drain schedule to note 12” pipe invert is for SW & E directions. Sheet C4.2 – Storm Drainage Details 1.Please note on plans that shear gate handle shall hang on ladder steps when in the closed position. 2.Please revise catch basin 8 detail to also state “polypropylene” (ladder steps). 3.Please revise invert elevations shown for catch basin 9 to be consistent with that shown on the plan sheet. The RIM should be 74.04 and the 6” i.e. should be 70.5. 4.Revise Detail C – Trench Cross Section as follows: Specify pipe bedding and backfill material. · Indicate where perf pipe should be located (how many feet from detention pipe). · Should the perf pipe be surrounded by drain rocker and filter fabric? · Sheet C5.0 – Utility Plan 1.An RPBA in a hot box shall be installed on private property on the existing 2” domestic service (tapped off Aloha Street). Please refer to City standard detail E7.11. 2.Please provide detail showing configuration of existing water service, new water service and location of RPBA. 3.Please add the following notes to the plan sheet: That portion of the existing sanitary sewer line that is proposed for reuse shall be TV’d by the owner/contractor. A copy of the TV record shall be submitted to the City’s Public Works Department for review and determination if line is bld20100013-Holy Rosary-1 Page 4 of 5 acceptable to reuse. Public Works can be contacted at 425.771.0235. If it is not found to be acceptable, owner shall replace the sewer line to the manhole. 4.Please revise the valve part callout for the fire hydrant assembly as follows: REVISE: 1 - 8”x6” Tee (MJxFL) · ADD: 1- 6” RSGV (FLxMJ) · 5.Please add note that Fire Department Connection and Fire Hydrant shall have 4” storz adaptors. 6.Show thrust block locations on the plan sheet. 7.A measurement of 3’ is noted near the fire hydrant – please clarify what this measurement is intended to represent. 8.Please provide a cross section of the fire line and storm line crossing near the SW corner of the building. 9.The existing storm line along the south side of the building appears to be very close to the existing sewer line. Will the close proximity of the two utilities pose any conflicts with the new sewer installation? Please provide additional details as needed to show clearances, etc. 10.There is an existing irrigation vault shown, but not labeled, at the NW corner of the Holy Rosary Church building. Please show how this irrigation line is fed . . . will it create any conflicts for the new utilities to be installed in the area? 11.Two 6” sewer lines are shown to tee off the 6” lateral that is connected to the sewer manhole in the sidewalk (on Aloha). Cleanouts shall be provided on the sewer line whenever there is a 90- degree bend. Please revise accordingly. 12.Please reference the Sheet number in which the grease interceptor vault detail is provided. Sheet C6.0 – Site & Utility Details 1.Please remove detail E4.5 (Detail 2) as it does not appear to be applicable to this project. 2.Please replace detail E7.18 (Detail 4) with Detail E7.18.1. Sheet C6.1 – Site & Utility Details 1.Detail E2.15 (Detail 5) should be replaced with a detail that addresses comment #1-Note 1 under Sheet C1.0 above.
