Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1.Please provide an itemized cost estimate, including units and unit prices, for both on-site and off-site (right-of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771-0220 or Harrison@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. 2.Please submit a traffic control plan (TCP) and haul route plan for review and approval. Due to the work proposed in SR-104, please confirm with WSDOT whether or not they will require their own approval of the TCP. th 3.Several plans sheets have Edmonds Way – SR-104 labeled with 238 St SW as well. Please thth relocate the 238 St SW label to 238 Street. STORM DRAINAGE REPORT 1. City records indicate the subject property was annexed into the City in 1994. The storm detention system installed on the property appears to have been approved by Snohomish County and the City does not have any records pertaining the design and calculations for the existing system. bld20100092-OVWSD-1 Page 1 of 3 Please provide design calcs and report for the existing system. Once this additional information system the design proposal will be reviewed in it’s entirety. C0.0 – Cover Sheet 1.Please note utility purveyors for the project site. a.Olympic View Water & Sewer District – Water & Sewer Systems b.City of Edmonds – Storm System 2.Please revise sheet C1.1 title to state: TESC, Notes & Details 3.Include a copy of the project site plan with the civils and reference in the Sheet Index. The Site Plan includes demolition notes. 4.Remove note that states plans are preliminary – for review and comment only. C0.1 – Topographic Survey 1.At the CB south of the water quality vault, please indicate pipe size and material for each point of connection. C1.0 – TESC and Demo Plan 1.Will construction fencing be in place throughout the course of construction? If so, please show on plans. 2.Please revise General Note #1 to state: “A WSDOT permit is required beyond for work within the ROW . . .” C1.1 – TESC & Demo Details 1.Revise sheet title to state TESC, Notes & Details 2.Add a General Notes section that includes language similar to that found in the attached. 3.Revise Construction Sequence as follows: #1 - REVISE: “. . . with City of Edmonds Inspector and 24-hrs in advance for all inspections at 425.771.0220 x1326”. #5 - CLARIFY: Please clarify what a construction activity sign is. Will this include the contractor’s contact info and project site address? #8 - REVISE: Revise order of events to give specific direction on when curb, gutter, sidewalk and driveway entrance is to be removed and replaced. Frontage improvements shall be replaced immediately following removal. #16 - MOVE: Please move note #16 to appear before note #14. C2.0 – Grading & Storm Drainage Plan 1.Curbing placed within the City right-of-way shall be curb and gutter. Please revise plan notes to indicate the requirement for curb and gutter, consistent with standard detail E2.8. 2.Please clarify plans to indicate curb ramps at driveway will be concrete per city standard detail E2.12. In addition, add note to plans that truncated domes shall not be installed at the driveway entrance. 3.Detail E2.27.2 for the commercial driveway is provided on Sheet C2.1. Please add sheet reference. Page 2 of 3 4.Extruded curbing shall only be placed on private property. Concrete curb and gutter should extend from the driveway curb ramp to the property line. Revise plans accordingly. 5.Please revise the General Notes as follows: #3 – Clarify note that concrete extruded curb shall only be placed on private property. 6.Please clarify/revise impervious surface calculations as follows: What areas are included in the Pre-Developed area? Could this be labeled as Existing? · Please note the year in which the impervious areas were constructed. It is assumed that all existing impervious areas drain to the detention system. If this is the · case, please note existing impervious areas to remain and existing areas to be removed so the total of what drains to the detention system can easily be tracked. Specifically state the total proposed impervious area. · It is assumed the Developed Impervious area total is the new total impervious area for the · site, including the existing impervious that is to remain plus the proposed impervious area. Is this accurate? If so, please label as Total Impervious Area. Please also note on the plans that the existing storm detention system was designed and · approved while under the jurisdiction of Snohomish County. 7.Indicate on plans where footing drains will connect to the storm system. Typically, footing drains are required to connect to the outfall side of the storm detention system or a drywell is provided on site. 8.Clearly label existing detention system pipe – note size & material. 9.At all storm structures, existing and new, please provide pipe size & invert elevations for proposed pipe connections as well as existing pipe connections. 10.Please provide information regarding the existing storm water quality vault. In looking at the asbuilt that was submitted with this permit application, the water quality vault contains compost material at the bottom of the vault. Is this system still functioning as designed? What is the maintenance schedule? 11.Please revise plans to clearly show the pipe connection from the control structure to the water quality vault. The spot elevation shown in this area is covering the pipe. 12.The two storm structures that will be located on either side of the fuel island shall have solid lids. It appears as though the storm structures to the northwest and southeast will be open to collect runoff in the parking lot. Please confirm. 13.Will additional protection be provided in the catch basins that are located near the bunkers? C2.1 – Grading & Storm Drainage Notes & Details 1.Remove standard detail E2.10 and replace with detail E2.8. 2.Revise detail E2.12 to be consistent with City standard detail with requirement for curb & gutter and not vertical curb. In addition, 2-foot minimum sawcut will be required. L-1 Irrigation Plan 1.Landscape irrigation lines shall be located on private property unless a separate encroachment permit is obtained to install within the City right-of-way. Please refer to City handout #E26 for additional information regarding encroachment permits.
