Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Theresa Umbaugh. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 7/9/10 – The first bullet below has been stricken from the comments. A performance bond 1. is not required from Olympic View Water & Sewer District. However, a cost estimate is still required so inspection fees can be calculated for the project. 4/2/10 comment – Please provide an itemized cost estimate, including units and unit prices, for both on-site and off-site (right-of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771-0220 or Harrison@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. 7/9/10 – Response letter states contractor will submit TCP to City prior to starting any 2. frontage work and it also notes that WSDOT stated their approval was not required. Please note, the TCP will need to be submitted to the City for review and approval prior to building permit issuance. bld20100092-OVWSD-E2 Page 1 of 4 4/2/10 comment - Please submit a traffic control plan (TCP) and haul route plan for review and approval. Due to the work proposed in SR-104, please confirm with WSDOT whether or not they will require their own approval of the TCP. ok 3. STORM DRAINAGE REPORT 7/9/10 – Review comments from Jerry Shuster were e-mailed to Pace Engineers on June 1. 25, 2010. Those comments are provided again as follows: Figures 6 and 7 are very helpful in presenting the changes proposed for the facility. The area calculations are good but are not reflected in the hydrologic modeling and therefore the design of the storm system. Based on Figures 6 and 7 the input for the hydrologic modeling for existing and proposed conditions should be: Impervious Landscape Forest Acres CN Acres CN Acres CN 0.35 98 0.3 86 0.16 81 Existing 0.55 98 0.26 86 0 -- Proposed Also, the time of concentration for the existing condition is to short and results in a peak flow that is to high. The Tc should include 80 feet of sheet flow across the assumed forest area at a slope of 1% for a Tc of about 35 minutes. Once the existing condition hydrographs are computed, the existing storage volume of 385.1 ft3 can be modeled as 122.5 LF of 24 inch diameter pipe (equivalent length). You then can size the additional amount of 24 in dia.pipe and the outlet structure configuration to match the 10- and 100-yr existing flows. The water quality design is acceptable. Page 6 of the memorandum from Zach Kvasnikof dated 6/14/2010 mentions the W&H Pacific maintenance instructions for the water quality vault. Those "verbal instructions" need to be formalized into an maintenance procedure and included in the drainage report. 4/2/10 comment - City records indicate the subject property was annexed into the City in 1994. The storm detention system installed on the property appears to have been approved by Snohomish County and the City does not have any records pertaining the design and calculations for the existing system. Please provide design calcs and report for the existing system. Once this additional information is received the design proposal will be reviewed in its entirety. Is this accurate?
