Gebert: PF-RiMff CMIIIIIIIEPI Gibson Traffic Consultants (GTC) has been retained to provide a traffic study for the redesign of the Olympic View Water District Equipment and Material facility located at 23725 Edmonds Way in the City of Edmonds. This study summarizes traffic generation, sight distance and mitigation information per the City's guidelines for developments generating less than 25 peak -hour trips. This study has been organized in the same' manner as the SEPA Traffic Impact Requirements for the City of Edmonds. U01 �m 1, 41 �Iu Um The proposed re development located. on the east side of SR -104 at 23725 Edmonds Way removes 1,426 SF of existing general office space and accompanying parking lot that is adjacent to the existing 7,480 SF vehicle storage building (to remain). There will be no additional buildings added to the site with the redesign; however, there win be additional outside storage of materials. With the redesign, both of the two existing Edmonds Way accesses will be removed. The proposed access will be located approximately 245 feet away from 238' Street S. This would provide additional access spacing along Edmonds Way and reduce potential conflict points. A site vicinity map has `been included in Figure 1. I I �1111 —11 ��"111112KNAU The proposed development will be relocating the existing access along Edmonds Way (SR - 104) from MP 27.48 to W 27.47. The access is located approximately 245 feet north of 23e Street SW. The staff office trips, will be removed from this location to a new facility on 228"' Street SW that is located outside of the City and also with the new 2281 Street facility; the equipment that is planned to be housed at the Edmonds Way site will be the less frequently lzrilliiwllm"17;TiTrifliTIm Mr. Dave Gebert, P.E January 16, 2008 Page 2 utilized vehicles (i.e. back hoe, vactor truck, dump trucks). The 22831 Street site will house the vehicles that are utilized daily (i.e. management pickups, meter reader van, service trucks). Edmonds Way (SR -104) is a class 4 managed access facility with a posted speed of 40 mph. Only one access is allowed and it should meet the 250 feet access separation standard for a class 4 facility. The access is located as far away from 2383` Street SW as is feasible at 245 feet_ There is an adjacent commercial development that has an access located another 27 feet north of the site access. This significantly improves access separation and corner clearance over the existing condition. The proposed access was checked to see if they meet the road approach sight distance requirements set forth in Figure 920-6 of the WSDOT Design Manual. Based on the 40 mph posted speed and AWDVTE of 100 or less for the access the required sight distance is 295 feet. The site access to Edmonds Way is a full access; therefore, the sight triangle was checked to the left and right. To both the left and right of the existing access there is over 300 feet of sight distance. Vegetation is starting to get close to obscuring the sight distance and should be cleared from the sight distance triangles within the right-of-way. TRIP GENERATION The removal of the 1,426 SF of general office space will reduce the trips to the existing site. To determine the amount of this reduction, tzip generation rates were obtained from the ITE Trip Generation Report, 7th edition., 2003. Land Use Code 710, general office, has been used to determine the number of trips that will be removed by the removal of the office portion of the commercial development. It is anticipated that -15.70 average daily trips with -2 AM peak -hour trips (2 inbound/0 outbound) and -2 PM peak -hour trips (0 inbound/ -2 outbound) will be removed with the redesign of the site. The trip generation calculations have been included in the attachments. MITIGATION With the removal of the office portion of the existing site the development will -generate fewer trips than the existing condition; therefore, no traffic mitigation fees should be assessed.
