During review of the subject submittal, it was found that the following information, corrections,
or clarifications would need to be addressed. Our handouts can be found online at the City of
Edmonds web site www.ci.edmonds.wa.us under City Government/Development
Services/Engineering Division.
Please resubmit 3 copies of the revised plans/documents to a Development Services Coordinator. Please
contact me at 425-771-0220 if you have specific questions regarding these plan corrections.
Site Plan:
General:
1.Please show the private drive/tract and any easements located in the tract and/or within the private
property. Attached is the sewer easement within in the tract.
Erosion Control:
2.Please note on site plan that catch basin erosion and sedimentary control socks will be installed in the
catch basin in the right of way downstream of the property per Standard Detail E1.3. The filter socks
will collect any debris from construction vehicles leaving the site.
3.Please add filter fence to site plan and add filter fence detail to plans. Detail must conform to City of
Edmonds standard detail E1.1.
Utilities:
1.Please remove the detention system from the site plan.

Grading:
1.Add grading calculations to the plan.
2.Show bottom of footing elevations on site plan in order to verify grading calculations.
Storm, Water, Sewer, Engineering Plan:
General:
1.Please provide a general notes section that is similar to the attached document.
2.Please note on plans what surface material will be used for the driveway.
3.Please provide a copy of the Tract AF# 199806250162. We need to verify the tract was permitted for
access and utilities.
4.Per ECDC 18.80.010 the minimum width for the RM zone serving 3-4 lots is a 22’ paved. Please revise
plans to show road widening along the frontage of the subject property meets these requirements. In
addition, you will need to provide and asphalt taper from the south portion of the access tract to the
newly widened portion.
a.Please indicate how surface water runoff from the widening will be handled.
b.Please indicate how surface water runoff from the existing tract is directed to the storm system.
c.Please clarify what the existing storm system consists of. Is there a detention system within the
road? Does the existing CB control structure shown on plans collect runoff?
Utilities:
1.Please show location of all existing and proposed utilities (water, sewer, storm, gas, power, phone,
cable)
a.Please note that all new utilities must go underground.
2.Please show sewer easement (see attached) within the private drive.
a.Please note that utilities should not be constructed within the sewer easement. Please revise
accordingly.
3.Please note on plans if you are intending to use existing side sewer lateral, from main to property line.
If you are, it will need to be TV’s by Public Works to determine if it is in acceptable condition to re-use.
Contact Public Works at 425-771-0235. If condition is not acceptable to reuse, owner/contractor shall
be responsible to replace sewer lateral.
4.The plans it show a cleanout near the property line.
a.Please note on the plans that the cleanout shall be 6” with 12” cast iron locking lamphole cover
(with ½” hexbolts) on right of way side of property line.
5.Please note on the plans that the cleanout near the house will be approximately 2’ from the house and
will have a driveway rated cover.
6.Please provide elevations at sewer cleanouts.

7.Please clarify the storm / sewer crossings. The information provided is insufficient to determine proper
clearance. Revise plans accordingly.
8.At callout for sewer stub, the plans show the contour lines, sewer stub, and water line all blending
together. Please revise plans to more clearly show all of the utilities at this location.
9.Plans indicate that water and sewer cross each other. Water shall cross above sewer. Please provide a
cross section showing the following:
a.A minimum of 18” vertical separation between the invert of the water pipe and the crown of the
sewer pipe
b.A minimum of 18” of cover over the water service line.
c.The required separation from sewer and water and the other utilities (power, phone, cable, etc)
are met.
10.Please show that water and sewer have a minimum of 10’ horizontal separation.
11.Per a note on the plans (at the water meter), plans indicate that you are installing a 1” water service line.
However, another note for the water service line states that you are using a 1.5” water service line.
Please revise plans to be consistent.
12.Please add a note to coordinate location of water meter at the property line with the city Public Works
department. Contact Public Works at 425-771-0235. Public works will install the water line from the
main to the water meter. The meter should be located outside the drive surface.
13.The water service line from main to meter shall be consistent with Standard Detail E7.6. Please remove
note that calls out a PVC pipe section.
14.Please note on plans that the water service line will be a minimum of 160 PSI.
Drainage:
1.Please show the impervious surface calculations.
2.Per plans it appears that a concrete patio is planned to be constructed on the east side of the house.
a.Please add the patio to the plans.
b.Please revise impervious surface calculations accordingly. If they are already included please
note as such in the calculations.
3.Please add a general note on plans: if rim to invert exceeds 5’ a Type II manhole must be installed.
4.We are concerned that enough coverage can be obtained over the footing drains and tightline under the
drivable areas. Please provide the following:
a.Please provide the invert elevations for the tightline and footing drains at the catch basins.
b.Please provide the slope of the tightline and footing drains under the drivable surfaces.
5.Please indicate how surface water runoff from the driveway will be collected. All runoff must be
collected and drained to the detention system.

6.Plans indicate that the house will be constructed less than 10 feet away from the detention system.
Structures must be set back at least 10 feet from any closed drainage system. Please revise plans
accordingly.
7.Please note who owns and maintains the exiting storm line within the tract between the control CB and

the existing CB at 210. Please look at connecting your storm system outfall to this line (with a CB)

instead of the north side of the existing CB at 210. The existing CB already has a 12” line entering the
north side.

Traffic Impact Analysis:
Per Chapter 18.82 – Traffic Impact Fees of the Edmonds Community Development Code (ECDC), traffic
impact fees shall be required.
1.Please complete numbers 1 and 7 of the Traffic Impact Analysis Worksheet from City of Edmonds
handout #E82, “Traffic Impact Analysis Requirements” (attached).

10. PIPE LENGTHS WHERE SHOWN ARE APPROXIMATE AND MAY CHANGE DUE TO
FIELD CONDITIONS.
11. CONTRACTOR SHALL OBTAIN A COPY OF THE GEOTECHNICAL REPORT
(WHERE APPLICABLE) AND SHALL THOROUGHLY FAMILIARIZE HIMSELF WITH
THE CONTENTS THEREOF. ALL SITE WORK SHALL BE PERFORMED IN STRICT

PRESENT AT SUBGRADE ELEVATION, REMOVE AND REPLACE WITH COMPACTED
STRUCTURAL FILL PER GEOTECHNICAL REPORT.
14. SEE SURVEY AND ARCHITECTURAL DRAWINGS FOR DIMENSIONS AND
LOCATIONS OF BUILDINGS, LANDSCAPED AREAS AND OTHER PROPOSED OR
EXISTING SITE FEATURES.
15. SEE ARCHITECTURAL DRAWINGS FOR PERIMETER FOUNDATION DRAINS.
FOUNDATION DRAINS SHALL BE INDEPENDENT OF OTHER SITE DRAIN LINES AND
SHALL BE TIGHTLINED TO THE STORM DRAIN SYSTEM WHERE INDICATED ON
THE PLANS.
16. ALL REQUIRED STORMWATER FACILITIES MUST BE CONSTRUCTED AND IN
OPERATION PRIOR TO INSTALLATION OF ANY PAVEMENT UNLESS OTHERWISE
APPROVED BY THE ENGINEER.
17. ALL ROOF DRAINS, PERIMETER FOUNDATION DRAINS, CATCH BASINS AND
OTHER EXTERNAL DRAINS SHALL BE CONNECTED TO THE STORM DRAINAGE
SYSTEM, UNLESS NOTED OTHERWISE.
18. CONTRACTOR SHALL OBTAIN AND PAY FOR ALL PERMITS REQUIRED FOR
INSTALLATION OF ALL SITE IMPROVEMENTS INDICATED ON THESE DRAWINGS.
19. AS A MINIMUM REQUIREMENT, ALL DISTURBED AREAS ON AND OFF SITE
SHALL BE RETURNED TO THE EQUIVALENT OF THEIR PRECONSTRUCTION
CONDITION IN ACCORDANCE WITH APPROPRIATE REQUIREMENTS AND
STANDARDS.
20. ALL DISTURBED SOIL AREAS SHALL BE SEEDED OR STABILIZED BY OTHER
ACCEPTABLE METHODS FOR THE PREVENTION OF ON-SITE EROSION AFTER THE
COMPLETION OF CONSTRUCTION. SEE EROSION CONTROL PLANS FOR SPECIFIC
GRADING AND EROSION CONTROL REQUIREMENTS.
21. THE CONTRACTOR SHALL KEEP OFF-SITE STREETS CLEAN AT ALL TIMES BY
SWEEPING. WASHING OF THESE STREETS WILL NOT BE ALLOWED WITHOUT
PRIOR APPROVAL.
22. THIS PROJECT IS NOT A BALANCED EARTHWORK PROJECT. BOTH EXPORT
AND IMPORT OF SOIL AND ROCK MATERIALS ARE REQUIRED.
23. SLOPE OF FINISHED GRADE SHALL BE CONSTANT BETWEEN FINISHED
CONTOURS OR SPOT ELEVATIONS SHOWN.
24. FINISHED GRADE SHALL SLOPE AWAY FROM BUILDING WALLS AT MINIMUM
5% SLOPE FOR A MINIMUM DISTANCE OF 10 FEET.
25. CONTRACTOR SHALL BE RESPONSIBLE FOR AND SHALL INSTALL AND
MAINTAIN SHORING AND BRACING AS NECESSARY TO PROTECT WORKERS,
EXISTING BUILDINGS, STREETS, WALKWAYS, UTILITIES AND OTHER EXISTING
AND PROPOSED IMPROVEMENTS AND EXCAVATIONS AGAINST LOSS OF GROUND
OR CAVING EMBANKMENTS. CONTRACTOR SHALL ALSO BE RESPONSIBLE FOR
REMOVAL OF SHORING AND BRACING, AS REQUIRED.
26. CONTRACTOR SHALL OBTAIN APPROVAL FROM THE CITY AND FOLLOW CITY
PROCEDURES FOR ALL WATER SERVICE INTERRUPTIONS, HYDRANT SHUTOFFS,
STREET CLOSURES OR OTHER ACCESS RESTRICTIONS. CONTRACTOR SHALL NOT
RELOCATE OR ELIMINATE ANY HYDRANTS WITHOUT FIRST OBTAINING WRITTEN
APPROVAL FROM THE FIRE MARSHAL.
27. COORDINATE AND ARRANGE FOR ALL UTILITY CONNECTIONS, UTILITY
RELOCATIONS AND/OR SERVICE INTERRUPTIONS WITH THE AFFECTED OWNERS
AND APPROPRIATE UTILITY COMPANIES. CONNECTIONS TO EXISTING UTILITIES
SHALL BE MADE ONLY WITH ADVANCE WRITTEN APPROVAL OF THE
AUTHORITIES GOVERNING SAID UTILITIES.
28. EXISTING UTILITY LINES IN SERVICE WHICH ARE DAMAGED DUE TO
CONSTRUCTION WORK SHALL BE REPAIRED AT CONTRACTOR'S EXPENSE AND
INSPECTED AND ACCEPTED BY CITY OF EDMONDS AND OWNER'S
REPRESENTATIVE PRIOR TO BACKFILLING.
29. NEW UTILITY LOCATIONS ARE GENERALLY SHOWN BY DIMENSION, WHERE
NO DIMENSIONS ARE INDICATED, LOCATIONS MAY BE SCALED FROM DRAWINGS.
FIELD ADJUSTMENTS SHALL BE APPROVED BY OWNER'S REPRESENTATIVE AND
