During review of the subject submittal, it was found that the following information, corrections,
or clarifications would need to be addressed. Our handouts can be found online at the City of
Edmonds web site www.ci.edmonds.wa.us under City Government/Development
Services/Engineering Division.
Site Development (Plot) Plan
General Comments
1.Please note on plans what type of material is to be used for the driveway. Those portions of the
driveway between the property line and edge of pavement shall be asphalt.
2.Per sewer/storm easement 1964608 & 1964611 no structures can be constructed within the easement.
Please show the Gazebo to be removed or show where the Gazebo will be relocated. Alternately please
provide the walkway easement that shows the Gazebo is intended use.
3.Please note on plans if trees are to be removed or to remain.
4.Please add note to plans that utility as-builts will be provided to the City of Edmonds prior to
engineering final approval.
5.Please add note to Construction Sequence (Sheet 1) to install barrier fence around trees to be preserved.
6.Please revise note 8 under general notes (Sheet 3) to state air or water test.
7.Please revise note 1under general notes (Sheet 3) to state WSDOT 2010 standard specs.
8.Please remove note 12 under general notes (Sheet 3).
9.Please remove the second sentence in note 20 and remove ‘Department of Public Works’ from the first
sentence.

10.Please show where any stockpiles will be located. Please note from the Geotechnical Engineering
Evaluation that any stockpiles should be a minimum of 25 feet away from the slope.
Utilities
11.Please show on plans that the sewer lateral (from main to easement line) shall be 6”.
12.Please add to SSCO #1 that a 6” side sewer cleanout will be installed.
13.Please note that all new utilities must go underground.
14.Please note on plans that 3’ minimum separation between the water service line and gas is required.
15.Please provide an easement for the underground utilities (power, communications) where they are
located on the neighboring property.
a.If you plan to relocate the utilities on to the subject property, please show the proposed location
on the plans.
16.Please confirm that the water service line from main to meter is existing as shown on plans.
Drainage
17.Please show the footing drains on the plans and their discharge point.
a.Permission from BNSF is required if you are to release storm water onto BNSF right of way.
Please provide documentation showing approval from BNSF.
b.If not discharging to BNSF connection will need to be at an alternate location on the site and/or
the outfall side of the detention vault.
18.It appears that the rockery drains are connected to the detention vault. Typically this is not permitted,
please provide verification that this is accounted for in the design of the vault or provide an alternate
point of discharge.
19.Please show how water runoff will be directed to the storm system from the parking area/turnaround on
either side of the main driveway section. Will curbing or thickened edge be added along the west side
of these areas? It doesn’t appear that inverted crown is feasible.
20.Please provide the invert elevations and direction for all pipes going into and out of all catch basins.
Drainage/Detention Review comments from Storm Water Engineer, Jerry Shuster, P.E.:
21.The design for CB#1- Control CB shows the invert elevation of the discharge to the street/creek lower
than that for the infiltration system. This means that runoff will enter the street/creek system first. Per
ECDC 18.30.060.A.1: “As a first priority, to meet this requirement, BMPs shall utilize infiltration to the
fullest extent practicable only if site conditions are appropriate and ground water quality is protected.”
The system should incorporate this requirement by routing stormwater runoff to the designed infiltration
system first and once it’s design capacity has been reached, the runoff can enter the street/creek system,
up to a maximum flow rate of 0.021 cfs.

22.The infiltration system is not explicitly modeled in the “Engineering and Drainage Report.” Model the
infiltration bed based on the flow from CB#1 once Comment # 21 has been resolved. Also,
discuss/show the overflow path for the infiltration system should there be a failure.
23.Maintenance of the detention vaultis the responsibility of the owner/owner operator once the project is
complete. ECDC 18.30.060.B.9 states that "An operation and maintenance schedule shall be provided
for all proposed storm water facilities and BMPs and the (party or parties) responsible for maintenance
shall be identified." It is unclear from the drawings how the detention vault will be accessed for
maintenance purposes. Please provide a description of how the vault will be accessed for maintenance.
Please resubmit 3 copies of the revised plans/documents to a Development Services Coordinator. Please
