Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Theresa Umbaugh. City of Edmonds handouts, standard details and development code can be referenced on the City website. Review 1 - May 7, 2010 Review 2 – May 21, 2010 5/21/10 – Response letter states the proposed development appears to be exempt from 1. traffic impact. The proposed development is not, however, exempt from the requirements as it is a change in use. This does not automatically mean there will be mitigation fees to pay, but the analysis shall be completed to determine this. The City has adopted a Rate Study Table in Edmonds Community Development Code 18.82, which can also be found in handout E82. It does not appear as though a category for the existing use (auto body shop) is provided for in the table. The closest category for the proposed use appears to be ITE Code 833 (Fast food, no drive-up), but even this category doesn’t necessarily fit the proposed use. In order to assess traffic impact mitigation fees for this project an independent fee calculation, provided by traffic engineer/consultant will be necessary. Please refer to the comment provided below regarding calculation of fees for a change in use. 5/7/10 comment - Please submit a traffic impact analysis for this project. Please refer to City handout #E82 for traffic impact analysis requirements. Items #1 and #7 of the worksheet will need to be completed. The handout is available on the City’s website at www.ci.edmonds.wa.us under the Engineering Division of the Development Services Department. Under Item Number 7, Mitigation Recommendations, please state the previous use of the o tenant space and assess an impact fee for this use accordingly.
