Specify existing land use: The existing use is 1,584 SF of Automobile Care Center (ITE 942). d. Specify proposed type and size of development: Will replace existing use with 1,584 SF of catering space, categorized as Specialty Retail (ITE 814) c. When will the project begin construction and when will it be completed? Summer 2010 f. Define proposed access locations: The development will utilize the existing access to 70th Avenue W. g. Define proposed sight distance at site egress locations: Sight distance evaluation is not required since the existing access is being used. a. SITE ACCESS ROADWAY/DRIVEWAYS AND SAFETY a. Have sight distance requirements at egress location been met per AASHTO requirements? Not Applicable. b. Intersection Level of Service Analysis:, Not Applicable. • Existing Conditions LOS Delays • Year of Opening LOS Delays ® Five Years Beyond Change of Land Use LOS . Delays (Intersections to be evaluated shall be determined by the City of Edmonds Traffic Engineer) c. Describe channelization warrants: Not Applicable. (Attach stripingplan.) d. Vehicle Storage/Queuing Analysis (calculate 50% and 95 % queuing lengths): Not Applicable. 50% 95% ® Existing Conditions • Year of Opening • Five Years Beyond Change of Land Use e. If appropriate, state stop sign and signal warrants: Not Applicable. f. Summarize local accident history: Not Applicable. F 20`11711 , a. Describe existing ADT and peak -hour counts, including turning movements, on street adjacent to and directly impacted by the project. Not Applicable. b. Describe the estimated ADT and peak -hour counts, including turning movements, the year the project is fully open (with and without project traffic). Not Applicable. Describe the estimated ADT and peak -hour counts, including turning movements, five years after the project has been fully open (with and without project traffic). Not Applicable. d. State annual background traffic growth factor and source: Not Applicable. Summarize Level of Service Analysis below and attach supporting LOS analysis documentation. Provide the following documentation for each arterial street or arterial intersection impacted by ten or more peak - hour trips. Other City -planned developments must also be factored into the LOS calculations. Existing LOS: Existing Condition: Not Applicable. Year of Opening LOS: With Project: Not Applicable. Without Project: Not Applicable. Five Fears After Opening LOS: With Project: Not Applicable. Without Project: Not Applicable. Note any assumptions/variations to standard analysis default values and justifications: Not Applicable. State recommended measures and fees required to mitigate project specific traffic impacts. Traffic impact fee shall be calculated from the Edmonds Road Impact Fee Rate Study Table 4 (attached) and as identified in ECDC 18.82.120, except as otherwise provided for independent fee calculations in ECDC 18.82.130. The development is anticipated to result in a net decrease in.trip generation and therefore traffic mitigation fees should not be required. In addition, the traffic mitigation fees are zero based on the following calculations: Existing Use: Trip Generation - 3.38 PM peak -hour trips per 1,000 SF New Trip Rate - 75o based on assumption of 25% pass -by consistent with other commercial uses. Trip Length Factor - 0.60 based on assumption consistent with other commercial uses. Traffic Mitigation Fees - 3.38*0.75*0.60 = 1.52 net new trips per 1,000 SF (based on calculations consistent with Table 4: Impact Fee Rates). Proposed Use: ITE Land Use Code 814 has a net new trips per 1,000 SF of 0.89, based on Table 4: Impact Fee Rates. Conclusion: The proposed use has a lower generation of net new trips and therefore traffic mitigation fees are not required. an • 50th Ave VVI 6, --- - aM CO O CD to U) LL, 6, --- - aM 76th Ave:VV- V, O to U) LL, ji CO LJ --AA--any CM EN 'AA AdzIS4-9 ce.) 67thh--AvEi A A Avvve - iL (L 68th C), U) U) Tz 88th -_Ave W t V) J1 i im U) Q c Yost Park '0 C\j u N 76th Ave:VV- U) LL, ji LJ --AA--any i Scm 0---r EN 'AA AdzIS4-9 iL (L C), U) 86th 6 -PI VV 88th -_Ave W t V) J1 U) Q c Yost Park '0 C\j W N
