State recommended measures and fees required to mitigate project specific traffic impacts. Traffic impact
fee shall be calculated from the Edmonds Road Impact Fee Rate Study Table 4 (attached) and as identified
in ECDC 18.82.120, except as otherwise provided for independent fee calculations in ECDC 18.82.130.
The development is anticipated to result in a net decrease in.trip
generation and therefore traffic mitigation fees should not be required.
In addition, the traffic mitigation fees are zero based on the following
calculations:
Existing Use:
Trip Generation - 3.38 PM peak -hour trips per 1,000 SF
New Trip Rate - 75o based on assumption of 25% pass -by consistent
with other commercial uses.
Trip Length Factor - 0.60 based on assumption consistent with other
commercial uses.
Traffic Mitigation Fees -
3.38*0.75*0.60 = 1.52 net new trips per 1,000 SF
(based on calculations consistent with Table 4: Impact Fee Rates).
Proposed Use:
ITE Land Use Code 814 has a net new trips per 1,000 SF of 0.89,
based on Table 4: Impact Fee Rates.
Conclusion:
The proposed use has a lower generation of net new trips and
therefore traffic mitigation fees are not required.
