During review of the subject submittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: Plot plan 1.: The plot plan submitted with the application materials is not an accurate depiction of the property at 644 Elm Street. The property boundaries on the plot plan appear to be derived from the th centerline of Elm Street and the edge of the sidewalk or from the centerline of 7 Avenue South. Using this method, the plot shows the property as being 94 feet by 100 feet. These dimensions do not coincide with the legal description for the property (enclosed) which describes the parcel as being 75.36 feet by 87 feet. The parcel layer shown on the enclosed map corresponds to the dimensions described in the legal description. Please revise the plot plan to more accurately depict the property lines. Setbacks 2.: The subject property is zoned RS-6 (Single-family residential). Setbacks for RS-6 zoned property is outlined in ECDC 16.20.030 and are as follows: Zone Minimum Street Minimum Side Setback Minimum SetbackRear Setback RS-6 20 feet 5 feet 15 feet th Since the property is a corner lot, it has street setbacks from Elm Street and 7 Avenue South and side setbacks on the southern and western property lines. Going off the legal description and the parcel layer, it appears that the house and the existing deck are located within the proscribed zoning setbacks. Pursuant to the City’s nonconforming structure regulations in ECDC 17.40.020, the deck may be maintained or repaired, but cannot be expanded in anyway that would increase the nonconformity. The plans indicate that you are proposing to expand the deck towards Elm Street; this would expand the nonconformity and is not allowed pursuant to ECDC 17.40.020. Since the deck is located within the setbacks, the deck can only be replaced if the replacement deck is exactly the same as the existing deck with regard to location and materials. Please revise the plans so that the replacement deck is in the same location as the existing deck. If you have any questions, feel free to contact me at 425.771.0220 ext 1223.
