(IIWA) is providing geolechnical engineering services in support of the proposed renovation/remodel of the subject residence. In preparation of this letter, we reviewed the structural and civil plans by CG Engineering, which will be submitted to the City of Edmonds in June, 2009. This letter is intended to address the requirements of Item 12 of the North Edmonds ESLIIA permit submittal checklist. Based on our review of the plans, the proposed development includes removal of approximately 35 cubic yards of existing site materials and deepening the existing crawlspace/partial basement to provide space for an additional parking bay and a shop/storage space; re -constructing existing deteriorated perimeter strip foundations and interior spread footings; and reconstructing the existing decks. The structural notes confirm that our conservative recommended design values for the re- constructed strip and spread footings, and for the low basement/crawlspace retaining wall, were incorporated in structural design of these elements. The plans show that all material excavated from the basement/crawlspace area will be exported from the site. Assuming an average in -place moist unit weight of 115 pounds per cubic foot, these 35 cubic yards amount to about 54 tons of 21312 30th Drive Sr. material removed from the footprint of the structure. Considering the net effect, this 24-ton reduction in load on the bearing soil beneath the structure will tend to stabilize the site. To further improve stability, the re -constructed strip and spread footings (proportioned for a maximum 1,000 psf allowable bearing pressure) will in all likelihood apply significantly lower bearing pressures than what are currently applied by the existing footings. In our judgement, the plans and specifications prepared by the structural and civil engineers conform to the recommendations of our above -referenced geotechnical report. Provided that the remodel is constructed in accordance with these plans and specifications, the risk of damage to the proposed development and to adjacent properties from soil instability, with be minimal subject to the conditions set forth in the geotechnical report. Moreover, the proposed development will not increase the potential for soil movement on the subject or adjacent properties. We base these conclusions on our experience in the ESLHA, our general geotechnical engineering judgment, and commonly accepted principals and practice in geotechnical engineering. As discussed in our geotechnical report, we evaluated the probability of failure of previously failed materials on the subject site to be less than 30 percent in 25 years. With the proposed remodel alone this probability remains less than 30 percent in 25 years. Considering the City's recently constructed soldier pile wall immediately downslope from the structure, this probability is further reduced. As discussed in our geotechnical report, landslide hazards applicable to the site include potential re -mobilization of the existing previously failed material underlying the site (sec previous paragraph); and potential shallow skin sliding originating on the very steep slope above and east of the subject property. 'The hazard of debris flows associated with skin slides originating above and off the subject property is unchanged with the proposed remodel. Mitigation of this risk would require stabilization measures to be installed on the adjacent property. In our view, such measures would unreasonably deny Mr. Nylander the right to live in and enjoy the subject structure. Upon arrival, HWA found no contractor currently working on the site. HWA found a straw wattle perimeter protection in - place and several stockpiles of onsite soils left uncovered at the jobsite. The HWA inspector observed one large pile of soils that was covered with black visqueen. HWA recommends piles of onsite material be removed from the jobsite. HWA also observed sediment near the site entrance and on the sidewalk close to two catch basins with outfalls to a nearby stream. There was evidence of machinery tracking through mud at the top of the property driveway. This mud should be removed as soon as possible as an attempt to mitigate possible run-off in the next rain event. Efforts should be made by the contractor to reduce tracking mud from the jobsite onto the asphalt driveway. If this situation is unavoidable the contractor needs to be actively sweeping and cleaning the asphalt driveway of this material. Inlet protection was visually observed in the two nearby catch basins. IIe indicated that over -excavation was required to reach competent soils, as the exposed subgrade soils at the design depth consisted of very soft, mucky, clay with logs, pottery debris and other deleterious materials. He indicated that over -excavation had extended to competent subgrade soils that could be walked on without sinking. IIe indicated that separation/filter fabric had been placed over the exposed clay and the excavations backfilled using 2-inch to 4-inch quarry spalls. He further indicated that the upper several inches of backfill materials consisted of 2-inch minus crushed rock. The foundation forms and reinforcement steel were in place at the time of my site visit. Pictures 1 through 4 show the footing areas at the time of my site visit. Although I was not able to probe the native soils below the quarry spall backfill, the spalls appeared well consolidated and felt solid underfoot. Based on the contractor's information and visual observations on site, it appears that the foundation backfill will be adequate to support the allowable bearing capacity of 1,000 pounds per square foot (psf). Upon my arrival, I met the owner, Mr. Nylandcr. lie informed me of the site conditions and the drainage measures both around the home and around the site. I observed a straw wattle in - place on top of the West soldier pile wall running the length of the property. The wattle appeared to be in good condition and securely placed with no visible sediment making it over the wall (Picture 1). 1 then inspected the silt fence running along the West side of the property just East of the straw waddle. Most of the silt fence was in good standing with the exception of a small area toward the South end that will need to be repaired (Picture 2). 1 walked to the Fast side of the house were there were a couple of slopes. These slopes were protected by gcotextile fabric and a few plants. While leaving the site, I did not observe any sediment having been tracked on the sidewalk or roadway. I left the site at 2:50 PM. All temporary erosion and sediment control measures had been removed and all final erosion control measures (consisting of sod lawn, mulch, jute mat, block wall, rockery wall, gravel and landscape plants) had been implemented. The site subgrade was reported by the contractor to be ajumbled mix ul'clay, pottery debris, and wood debris. Based on our experience at this and nearby sites, this is consistent with what we expected to be encountered, i.e., landslide debris of the Meadowdale Landslide Complex (MI,C). it is our understanding that the contractor sub -excavated the surlicial debris and replaced it with spalls and crushed rock; but we did not confirm the depth of the replacement. The design of the remodel assumed the new cast in place concrete footings would bear on existing landslide debris, and under this assumption, a very conservative design bearing pressure of 1,000 psf (pounds per square foot) was provided by 11WA. In my opinion, the foundation subgrade will be adequate to support the new footings, given the limitations and assumptions that were provided in our (peer -reviewed and approved) geotechnical report and addendum. The report is based in large part on verbal information provided to Bryan by the earthworks contractor, as apparently HWA was not on site to inspect the entire excavation and structural fill process as would normally be expected. The epoxy that was used by the contractor was Simpson SET XP. The reinforcement used was #4 as specified in the plans. The depth of holes were checked and were all at least 4" as required on the structural plans. The holes had been cleaned and compressed air was used blow out dust and debris. All holes were blown out a final time with compressed air during the observation.
