During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to Theresa Umbaugh.
City of Edmonds handouts, standard details and development code can be referenced on the City
website.
1.Please submit a traffic impact analysis for this project. Edmonds Community Development
Code (ECDC) requires mitigation fees to be assessed whenever there is a change in use. It is not
necessary to perform a traffic study as the building and site conditions are existing, but a
complete impact analysis shall be provided. Please refer to ECDC 18.82 as well as City handout
#E82 for traffic impact analysis requirements. Items #1 and #7 of the #E82 worksheet will need
to be completed. The handout is available on the Citys website under Quick links, Handouts, at
www.ci.edmonds.wa.us.
Under Item Number 7, Mitigation Recommendations, please state the previous use of the

tenant space and assess an impact fee for this use accordingly. Please also state the
proposed use of the tenant space and assess an impact fee for this use accordingly. The
impact fee required for this project, if any, will be the difference between the previous
use and the new use. Impact fees were paid with the Old Milltown project, but it appears
as though the area of the proposed tenant space was classified as Shopping Center, not
medical office.
2.Submit a site plan that clearly shows the location of the tenant space within Old Milltown,
including the adjacent sidewalk & street.
3.Show where materials and equipment will be stored on site. Should it become necessary to use
any portion of the City right-of-way, a right-of-way construction permit will be required.
