Thisitemwasnotaddressedinthelastroundofreview.Thankyouforsubmittingyourresume,however ageotechnicalreportisalwaysrequiredforprojectsmovingearth(evenfootings)ortheadditionof structuresnearasteepslope.Irecognizethatyouareaprofessionalengineer,howeverthestampalone doesnotgrantawaiverfromthecoderequirement.Therequiredgeotechnicalreportmustaddressthe codecriterashowninthelastroundofplanreviewcomments(above).Specifically,thereportmust addressthefollowing: Page1of2 ECDC23.80.070.A 2.Alterations.Alterationsofanerosionorlandslidehazardareaand/orbuffermayonlyoccurfor activitiesforwhichahazardsanalysisissubmittedandcertifiesthat: a.Thedevelopmentwillnotincreasesurfacewaterdischargeorsedimentationtoadjacentproperties beyondpredevelopmentconditions; b.Thedevelopmentwillnotdecreaseslopestabilityonadjacentproperties;and c.Suchalterationswillnotadverselyimpactothercriticalareas; 3.DesignStandards.Developmentwithinanerosionorlandslidehazardareaand/orbuffershallbe designedtomeetthefollowingbasicrequirementsunlessitcanbedemonstratedthatanalternative designthatdeviatesfromoneormoreofthesestandardsprovidesgreaterlongtermslopestability whilemeetingallotherprovisionsofthistitle.Therequirementforlongtermslopestabilityshall excludedesignsthatrequireregularandperiodicmaintenancetomaintaintheirleveloffunction.The basicdevelopmentdesignstandardsare: a.Theproposeddevelopmentshallnotdecreasethefactorofsafetyforlandslideoccurrencesbelowthe limitsof1.5forstaticconditionsand1.2fordynamicconditions.Ifstabilityattheproposed developmentsiteisbelowtheselimits,theproposeddevelopmentshallprovidepracticableapproaches toreducerisktohumansafetyandimprovethefactorofsafetyforlandsliding.Innocaseshallthe existingfactorofsafetybereducedforthesubjectpropertyoradjacentproperties; b.Structuresandimprovementsshallbeclusteredtoavoidgeologicallyhazardousareasandother criticalareas; c.Structuresandimprovementsshallminimizealterationstothenaturalcontouroftheslope,and foundationsshallbetieredwherepossibletoconformtoexistingtopography; d.Structuresandimprovementsshallbelocatedtopreservethemostcriticalportionofthesiteandits naturallandformsandvegetation; e.Theproposeddevelopmentshallnotresultingreaterriskoraneedforincreasedbufferson neighboringproperties; f.Theuseofretainingwallsthatallowthemaintenanceofexistingnaturalslopeareaispreferredover gradedartificialslopes;and g.Developmentshallbedesignedtominimizeimperviouslotcoverage; Yourgeotechnicalreportmustaddressthecodecriteriaabove.Pleasesubmitthistomeatyourearliest convenience.PleasealsoredlineyoursiteplantoindicateͻƷƚƦofƭƌƚƦĻ͵ͼ PleasesubmitrevisionstoyourPermitCoordinator:MarieHarrison.Allcodecitationscanbefoundat: .Ifyouhaveanyquestions,pleasedonothesitatetocontactme.Ilookforward www.ci.edmonds.wa.us toworkingwithyouonthisproject.
