During review of the subject submittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: SEPA 1.: State Environmental Policy Act (SEPA) review is required for the project because the proposed building exceeds 4,000 square feet and consists of more than twenty parking spaces. No fill quantity was indicated in section B.1.e of the SEPA checklist nor in the Geotechnical Report for the project. Please clearly identify the amount of fill and grading that will be required by the project. SEPA has specific notice requirements and applicants are required to submit an adjacent property owners list so the City of Edmonds fulfill out the notice requirements. Landscaping 2.: a.City of Edmonds landscaping requirements discussed below are contained within Edmonds Community Development Code (ECDC) 20.13 and can be accessed here: http://www.mrsc.org/mc/edmonds/Edmonds20/Edmonds2013.html#20.13. b.Pursuant to ECDC 16.60.030.A.1.e, parking lots are required to provide Type V interior landscaping. For parking lots with no more than 50 parking spaces, ECDC 20.13.030.E.1 requires 17.5 square feet of landscape. The proposal includes 37 parking spaces, which means 647.5 square feet of interior landscaping is required. Each area of landscaping must contain at least 150 square feet of area exclusive of vehicle overhang and have a minimum planter area of 64 square feet. The landscape plans (Sheet L1) only show approximately 568 square feet of interior landscaping in the parking area. Approximately 80 square feet of more landscaping is required within the parking area. Additionally, the landscape areas on the north and south sides of the building do not contain 150 square feet of area. Please revise the landscaping islands in the parking lot so it consistent with the Type V interior landscaping requirements. c.Pursuant to ECDC 16.60.030.A.2.a, Type IV landscaping, a minimum of four feet wide is required along all street frontages. Type IV landscaping requires deciduous tree be planted 25 feet on center with the trunk free of branches below six feet according to ECDC 20.13.030.D.1. The landscaping strip along th Highway 99 and 230 Street SW generally meets the Type IV landscaping design requirements; however, the City of Edmonds also has a Street Tree Plan with specific recommendations for the species trees to be planted along Highway 99. The excerpt from the Street Tree Plan pertaining to Highway 99 follows: Planting at sides of Highway 99 should have a strong form and should allow views of business signage. A medium to large narrow tree is recommended from this list: Acer rubrum ‘Armstrong’ / Armstrong Maple Acer platanoides ‘Clumnare’ / Columnar Norway Maple Nyssa sylvatica / Tupelo The street tree plan also states that all trees shall be 3 inch caliper minimum unless otherwise approved. Please revise the landscaping along Highway 99 to include one of the tree species identified above. d.Pursuant to ECDC 16.60.030.A.1.k, Type III landscaping will be required along the southern and eastern property boundaries. While the tree spacing and mix of evergreen and deciduous species is consistent with the Type III landscaping requirements, Type III landscaping also requires shrubs a minimum of three and one-half feet in height. While the Type III landscaping requirements do not specify a required spacing for shrubs, the landscaping around the southern and eastern perimeter is rather sparse with regards to shrubbery. Please update the landscape plan to include some more shrubs within the landscaping around the southern and eastern landscaped areas. Signs 3.: Note a separate sign permit will be required for the proposed signs on site. Pursuant to ECDC 20.60.025.A.2, the maximum total permanent sign area for allowed for permitted uses in the CG zone shall be one square foot of sign area for each lineal foot of building frontage along a public street and/or along a side of the building containing the primary public entrance to a maximum of 200 square feet. According to the development plans, the front of the proposed building is 100 feet long, which means that 100 square feet of signage would be allowed for the site. The maximum total permanent sign area may be divided between wall, projecting, and freestanding signs, in accordance with regulations and maximum sign area and height for each type of sign. Pursuant to ECDC 20.60.030.A, the maximum area of any wall sign is one square foot per lineal foot of attached wall. For free standing signs (the pole sign), the total allowable sign area for freestanding signs on general commercial sites shall be 56 square feet or one-half square foot of sign area for each lineal foot of street frontage, whichever is greater, up to a maximum of 160 square feet of freestanding sign area. The maximum height for the pole sign is 25 feet. Additionally, the maximum number of signs per site is three according to ECDC 20.60.025.A.4. Some of the elevations views show signs on three sides of the building and the site plans also indicate a pole sign at the entrance off Highway 99. Please note the site will be limited to three signs. Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, 8:00 am 4:30 pm.
