During review of the subject resubmittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: New comments are in red. SEPA 1.:Comment not addressed. State Environmental Policy Act (SEPA) review is required for the project because the proposed building exceeds 4,000 square feet and consists of more than twenty parking spaces. No fill quantity was indicated in section B.1.e of the SEPA checklist nor in the Geotechnical Report for the project. Please clearly identify the amount of fill and grading that will be required by the project. SEPA has specific notice requirements and applicants are required to submit an adjacent property owners list so the City of Edmonds fulfill out the notice requirements. The City of Edmonds handout #P2 which provides instructions on how to compile and adjacent property owners list is located here: http://www.ci.edmonds.wa.us/Public_Handouts/Planning/P2-APO.pdf.Given your location, I understand it may be difficult for you to assemble the adjacent property owners list. With your permission, I’ll assemble the adjacent property owners list for you. Please either obtain an adjacent property owners list as indicated above, or indicate you would like me to assemble the adjacent property owners list for you. Landscaping 2.:Comment addressed. Signs 3.:Note still applies. Note a separate sign permit will be required for the proposed signs on site. Pursuant to ECDC 20.60.025.A.2, the maximum total permanent sign area for allowed for permitted uses in the CG zone shall be one square foot of sign area for each lineal foot of building frontage along a public street and/or along a side of the building containing the primary public entrance to a maximum of 200 square feet. According to the development plans, the front of the proposed building is 100 feet long, which means that 100 square feet of signage would be allowed for the site. The maximum total permanent sign area may be divided between wall, projecting, and freestanding signs, in accordance with regulations and maximum sign area and height for each type of sign. Pursuant to ECDC 20.60.030.A, the maximum area of any wall sign is one square foot per lineal foot of attached wall. For free standing signs (the pole sign), the total allowable sign area for freestanding signs on general commercial sites shall be 56 square feet or one-half square foot of sign area for each lineal foot of street frontage, whichever is greater, up to a maximum of 160 square feet of freestanding sign area. The maximum height for the pole sign is 25 feet. Additionally, the maximum number of signs per site is three according to ECDC 20.60.025.A.4. Some of the elevations views show signs on three sides of the building and the site plans also indicate a pole sign at the entrance off Highway 99. Please note the site will be limited to three signs. Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, 8:00 am 4:30 pm.
