CONDITIONS
• 21 square feet of landscaping is required at the base of the sign and shall include a mix of shrubs and groundcover and must
not include lawn.
• Sign shall be located entirely on private property.
• All new, e�dended, re -built or relocated electrical utility and/or service shall be placed underground.
• Final approval on a project or final occupancy approval must be granted by the Building Official prior to use or occupancy of
the building or structure. Check the job card for all required City inspections including final project approval and final
occupancy inspections.
• Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any iters not to code specification.
• Sound/Noise originating fromtemporary construction sites as a result of construction activity are exempt fromthe noise limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and 6:00pm on Saturdays, excluding
Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must comply with the
noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.
• Applicant, on behalf of his or her spouse, heirs, assigns, and successors in interests, agrees to indemnify defend and hold
harmless the City of Edmonds, Washington, its officials, employees, and agents from any and all claims for damages of
whatever nature, arising directly or indirectly fromthe issuance for this permit. Issuance ofthis pemrit shall not be deemed to
modify, waive or reduce any requirements of any City ordinance nor limit in any way the City's ability to enforce any ordinance
provision.
THIS PERMIT AUTHORIZES ONLY THE WORK NOTED. THIS PERMIT COVERS WORK TO BE DONE ON PRIVATE PROPERTY ONLY. ANY CONSTRUCTION ON THE

Comment: Inspected sign on 3/1/2011 and found that sign as installed is not consistent with approved plans. In
particular, the sign installed is a pole sign, but pole signs are not allowed within the downtown area.
Additionally, no landscaping was installed. Mailed correction notice to Douglas Russell and also mailed
copy of notice to property owner, Ann Davis -Turner, on 3/1/11. Provided applicant with 30 days (until
4/1/11) to correct the sign.

Comment: Sign was not corrected by 4/1/11 as requested in correction notice issued on 3/1/11, so issued a 2nd
correction notice on 4/4/11 requiring sign to be corrected by 4/18/11, otherwise, it will be turned over to
Code Enforcement.

Comment: Inspected sign on 4/15/11. Sign was reduced in height, but is still considered a pole sign, which isn't
allowed within the downtown area. Emailed Doug Russell on 4/15 at 10:09am and copied Dr.
Reichenberg-Ullman asking Mr. Russell to 'either correct the sign to be exactly as shown in the
approved plans or to submit a revision for a new design proposal, noting that a pole sign will not be
permitted. Reassigned review for tracking inspection progress for May 6th since Dr.
Reichenberg-Ullman doesn't return back into the country until the end of April and she is the one who
will be installing the landscaping.

Comment: Signed off on Planning Final inspection on 7/20/11. Sign was corrected so that bottom of sign face is
flush with ground and support posts are not visible. Required landscaping (shrubs and groundcover)
has been installed.
