Greetings,
anew single family residence
Thank you for submitting a building permit application for at
7041 Meadowdale Beach RoadRS-20
in the zone. I have reviewed the above building permit
application for the Planning Division and it was found that the following information,
corrections, or clarifications will need to be addressed (in writing) before the Planning Division
review can continue.
1.Geotechnical Report / Special Inspections:
The geotechnical report provided by Earth
Solutions NW requires observations by their geotechnical engineers through several phases
of the home building process, notably: excavation, soils analysis, slope stabilization, and
during the retaining wall excavation and construction (pages 4, 5, 6, and 8 of report file ES-
1845). Please work with our Building Department if you have any questions about the
Special Inspections form that I am attaching that all parties of interest will need to sign.
2.SEPA:
Please confirm grading calculations and show these figures both on the grading plan
AND on the SEPA Checklist (page 5, question B.1.e). Please list cut and fill figures
separately including the source of the fill. I cannot issue the SEPA determination until these
figures are provided, because that is the purpose of the checklist – the State Environmental
Policy Act (WAC-197-11-800) requires this information. Please provide exact amounts so
that an estimate can be provided – if you end up grading more than is stated, this process will
need to be re-done. Please review the attached DRAFT Environmental Checklist, review
each question thoroughly, as well as our combined answers, and provide additional
information as necessary (for example, see page 11, question B.6.a – what kinds of energy is
the project proposing?). Please provide any changes to these questions, in writing.

3.Grading/ESC Plan:
Kindly indicate the topography (contour lines) on the Grading / Erosion
/ Sediment Control Plan (none shown, and this is important so that we can confirm the
grading calculations that you will need to provide). Please show topographic contours and
note “original” grade, “existing” grade (note if different than “original” grade), and
“proposed” grade.
4.Native Vegetation:
Per our conversation, I’m confident that you plan to retain at least 30%
of the native vegetation on site pursuant to ECDC 23.90.040.C – please understand that I will
redline your site plan to indicate the 30% native vegetation requirement if you fail to update
the maps during the next submittal.
5.Height:
Thank you for removing the chimney to meet the height limit as well as updating
the height rectangle to include the second story bump out. Again, please be aware that the
Building Division will require you to hire a surveyor to verify the height of the proposed
structure. Please take a moment to confirm that the building proposed is indeed under 25-
feet in height as measured from top of ridge to average original grade. Please understand
there is no “wiggle room” in the code. Please confirm that the height calculations are taken
from the “original” grade (show/label “original” grade and “proposed” grade contours on the
site plan – the lines provided are unclear) and label contours on the site plan appropriately.
