I have reviewed the above building permit application for the Planning Division and it was found that the following information, corrections, or clarifications will need to be addressed before the Planning Division review can continue. 1.Retaining Wall: a.Height: Please confirm the height of the retaining wall for that portion of the wall within the setback area (near the north property line). For zoning, the height is measured from the top of the wall to ORIGINAL grade. The height of the wall may not exceed three feet within the setback, as it meets the definition of a “structure” at that point. Please indicate the top and original grade elevations in two foot intervals along the wall for that portion of the wall within 15’ of the north property line. : b.PurposeThe geotechnical report submitted indicates that the purpose of the wall is to provide a yard, however grading to create a yard is strictly against Comprehensive Plan goals and policies and the regulations in ECDC 18.45. Please explain how large the back yard will be – it appears that it will only be 10’ – the area graded between the north wall of the house to the retaining wall. Will additional grading take place north of the retaining wall? Please explain the intent and mass of the grading. 2.SEPA: Please confirm grading calculations. A small cut of 326 cubic yards is indicated on “Sheet B.” Does this figure cover all of the proposed grading onsite? Please list cut and fill figures separately. If grading exceeds either 500 cubic yards of either cut or fill, then review under the State Environmental Policy Act (SEPA) is required and you’ll need to submit an Environmental Checklist along with the required $485 review fee. Page 1 of 2 3.Tree Removal: No trees are shown on any of the plans, but I’m curious which trees are proposed for removal. I wanted to alert you to the tree removal regulations in ECDC 18.45 and 23.80, which state, “Unless otherwise provided or as part of an approved alteration, removal of vegetation from an erosion or landslide hazard area or related buffer shall be prohibited.” Please note on one of the plans (could-out) the area of trees to be removed and the area of the site to be preserved so that I can review it against the applicable codes/ordinances. 4.Height: a.Height Rectangle: It appears as though the height rectangle provided on the site plan is slightly larger than it may need to be. Please verify and update your calculations (and elevations) accordingly. It needs to be the “…smallest rectangle which will enclose all of the building, excluding a maximum of 30 inches of eaves” pursuant to ECDC 21.40.030.B. So, it will need to include the second-story bump-out, but unless the eaves are > 30” the rectangle should be moved very slightly inwards so that it aligns with the exterior wall of the building and all of the calculations should be updated – including those provided on the building plans. b.Survey: Please be aware that the Building Division may require you to hire a surveyor to verify the height of the proposed structure. c.Chimney: The chimney appears to be over the height limit – please review the building plans and revise as necessary indicating compliance on an elevation view. Pursuant to ECDC 21.40.030.D.4, chimneys may extend above the 25’ height limit, but not more than 9 square feet in horizontal section or more than 3 feet in height for that portion above the height limit.
