Thank you for meeting Building Inspector Leif Bjorback and myself on 10/28/10. Edmonds Fire
Services provides the following corrections and performance requirements following field
inspection:
1.City of Edmonds provides for religious accommodation in the provision of temporary
emergency sheltering for the homeless. The purpose of the shelter will be for temporary
weather-related “emergency” housing as defined in Edmonds Community Development Code
(ECDC) and only on church property. ECDC 19.00.040 excludes standard life safety
provisions of the State Building Code to accommodate temporary sheltering of under-
privileged occupants. Congregate life safety protections are below building standards without
current required fire- and life-safety protections, including automatic fire sprinklers in order to
accommodate residential occupants. This temporary occupancy does not meet the minimum
standards for the State of Washington Building Code hence extra care and attention is expected
and shall be made through the management of this occupancy. The Fire Marshal or designee
shall have the authority to enter the building or premises at all reasonable times to inspect that
may occur through the night(s) of occupancy (IFC 104.3).
2.
Fire extinguishers and kitchen hood suppression system service checks are current as of October 2010.

4.Provide and show operational smoke detection system in the residential area(s).
Accommodation is made with battery operated single-station smoke alarms properly spaced on
the sleeping area ceiling.
5.Callout maximum occupant load for sleeping purposes. The 2010 s.f. sleeping area is
calculated as dormitory use with occupant load factor of 50 (IFC Table 1004.1.1). The total
guests allowed are 40. Additional staff members are allowed in accessory function that is not

part of this calculation for the designated sleeping area. The designated sleeping area is only
the multi-use hall as discussed.
6.Provide fire evacuation and emergency plan for volunteer staff and guests to reduce confusion
and promote safety, health, and welfare minimum standards for each night occupied and every
volunteer management team. Include the following items in plan (IFC 404.2.2):
a.Callout the occupant load for sleeping guests-40.
b.Show exits in relation to sleeping areas and all areas where guests will have access. Show
fire extinguishers and smoke alarms, and other fire appliances.
c.Call out designated smoking area.
d.Call out central aisle way in multi-use room that leads to both exits.
e.Call out designated areas in multi-use room where sleeping pads may be laid out to reduce
cross-aisle distances.
f.Multi-use accordion doorway shall remain fully open so that designated exits remain
unobstructed.
g.Identify means of alerting occupants for fire. Fire Watch must be able to activate
designated alarm.
h.Identify prohibitions of smoking, prohibitions of open flame, and requirement for clear and
unobstructed exit access.
i.Include other health, law enforcement, and safety rules for volunteers/guests.
j.Identify means of intake and acceptable standard for local entry of guests.
7.Designated “Fire Watch” will monitor at all times during occupancy for fires, safety hazards,
violations of smoking prohibitions, exit maintenance, and other violations of the management
“rules” and emergency plan. Fire Watch shall have immediate means to contact fire and
emergency responders and management authority to correct hazards on scene anytime. Fire
Watch will be willing and capable of operating fire extinguishers provided, or directing others
to do so. Fire Watch must be capable of sounding designated alarm in occupancy. The Fire
Watch is dedicated to these express functions. Additional volunteer(s) will be required to
manage the business concerns and host activities for guests throughout the night.
