Edmonds Fire Services provides the following corrections and performance requirements subject
to field inspection:
1.City of Edmonds provides for religious accommodation in the provision of temporary
emergency sheltering for the homeless. ECDC 19.00.040 excludes standard provisions of the
State Building Code intended to provide life safety for occupants.
2.Purposes of shelter will be for temporary weather-related “emergency” housing as defined in
ECDC and only on church property.
3.Provide and show operational smoke detection system in the residential area(s).
4.Provide management and emergency plan addressing the following:
a.Fire Watch to monitor at all times during occupancy for fires, safety hazards, violations of
smoking prohibitions, exit obstructions and other violations of the management “rules” and
emergency plan. Fire Watch shall have immediate means to contact fire and emergency
responders and management authority to correct hazards on scene at anytime. Fire watch
will be willing and capable of operating fire extinguishers provided.
b.Identify prohibitions of smoking, prohibitions of open flame, and requirement for clear and
unobstructed exit access.
c.Include all health, law enforcement, and safety rules for tenants. Call out designated
smoking area.
5.Field check fire extinguishers within service period and designated locations and ratings.
6.Field check operable exit signs and emergency illumination.
7.Field check facility for other fire code hazards and violations to correct.
Please contact me so Building Department and Fire Services may jointly inspect facility.
