• Maximum Height 25 feet. The agent/contractor shall set up the equipment; establish the datum point and the point of average
grade. Call for inspection to verify. These items must be consistent with the approved plan. If the proposed height of a
building (as shown on the plans) is within 12 inches of the maximum height permitted for the zone an elevation survey is
required.
• Hose Bibbs (exterior faucets) are required to have a permanently affixed anti -siphon device installed.
• Obtain Electrical Permit from State Department of Labor & Industries. 425-290-1309
• Gas pipe test must be observed by City Building Inspector, affidavits shall not be accepted.
• Final approval on a project or final occupancy approval must be granted by the Building Official prior to use or occupancy of
the building or structure. Check the job card for all required City inspections including final project approval and final
occupancy inspections.
• Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
• Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any items not to code specification.
• Fences, gates, and arbors shall be located on private property. Property owner responsible for determining property lines.
Fence shall not enclose or prevent access to any City maintained utilities.
• Sound/Noise originating from temporary construction sites as a result of construction activity are exempt from the noise limits
of ECC Chapter 5.30 only during the hours of 7:OOam to 6:OOpm on weekdays and 10:00am and 6:OOpm on Saturdays,
excluding Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must
comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.
• Applicant, on behalf of his or her spouse, heirs, assigns, and successors in interests, agrees to indemnify defend and hold
harmless the City of Edmonds, Washington, its officials, employees, and agents from any and all claims for damages of

The Galli Group performed special inspections for the above project. Our responsibilities
included:
1. Excavation, grading, and site preparation The Galli Group (TGG) monitored initial
excavation to verify stability of cuts and exposed soils
2. Soil Bearing verification TGG engineer verified soil bearing of 3000 psf (see field report.
7-22-2011)
3. Placement of Fill and Compaction No structural fill was placed under building
foundation. Other material placement included drain rock, sand for pavers, wall backfill.
We did not observe placement of these materials.
4. Footing Drain Subsurface drains were installed around building perimeter and through
crawl near basement wall (see Field report 8-31-2011). Subdrains are tied into a
dispersion trench south of catch basin at NW building comer per plan.
5. Temporary Erosion control. Contractor maintained erosion control during construction.
6. Final Erosion control. TGG visited site on 3-28-2013. Contractor had mulched planting
beds; flatwork was completed; proposed lawn area was mulched but not planted. Site
appeared stabilized against erosion.

7. Site Retaining Wall/Rockery Construction No rockeries constructed on site. A short
retaining wall was located at east side of property. TGG did not observe the construction
of the wall. From conversation with owner/contractor we understand that the larger wall
was constructed on the adjacent site to the east first. The shorter wall on the Read
property was constructed later.
8. General Site Monitoring TGG periodically checked on the site during the wet season to
verify that erosion control was working (2011-2012). BMP measures appeared to be
functioning as intended.
9. Final letter from geotechnical engineer of record
The construction was completed as of this date. The site has been adequately stabilized against
future erosion. The above improvements were completed in accordance with the approved plans
and in conformance with the TGG geotechnical report recommendations subject to the comments
above.
We have attached copies of our field reports and the geotechnical letter report for ease of review

All individual inspectors to be employed on this project will be WABO certified for the type of worlc they zre to
inspect. If inspection is for work that is not covered by the WABO categorez". or the inspector is not WABO
ccrtified, a detailed ressiime of the inspector and firm must be submitted. The resume must show flat the
inspector and the firm are qualified by education and experience to perform tl z work and testing required by the
project design and specifications.
The work shall be inspected for conformance with the pians and specification:: approved by the City. Revisions
and addenda sheets will not be used for inspection, unless they have been app,•oved by the City. inspection
records shall include:
A daily record to be maintained on site, itemizing the inspections performed . . ,Any nonconforming work
shall be brought to the immediate attention of the contractor for resolution.
o A weekly report shall be submitted to the City; detailing the inspections and .testing performed, listing
any nonconforming work and resolution of nonconforming items.
o A final report shall be submitted to the building department prior to thh:I Certificate of Occupancy being
issued. This report wrilI indicate that inspection and testing was compl:.ted in conformance with the
approved plans, specifications and approved revisions or addenda. An': unresolved discrepancies must
be detailed in the final report.

Contractor:
1'he contractor shall provide the special inspector or agency adequate notification of work requiring inspection.
The City approved plan and specifications must be made available, at the jobsite for the use of the special
inspector and the City inspector. The contractor shall maintain all daily inspection reports, on site, for review by
all parties.
The special inspection functions are considered to be in addition to the normal inspections performed by the City
and the contractor is responsible for contacting the City to schedule regular inspections. No concrete shall be
poured or other work -covered until approval is given by the City inspector.
Buildin& Department:
The building department shall review any revisions and addenda. The City i::Ispector will rnonitor the special
inspection functions for compliance with the agreement and the approved phi ns. The City b Spector shall be
responsible fo:r approving various stages of construction to be covered and fc:: work to proceed.
Design Professionals:
The architect and/or engineer will clearly indicate on the plans and specificat::ons the specific types of special.
inspection required. and shall include a schedule for inspection and testing. ':lie architect and/or engineer will
coordinate their revision and addenda process in such a way as to insure that all required City approvals arc
obtained, prior to work shown on the revisions being performed in the field.
Owner-
-The project owner, or the architect or engineer acting as the owners agent, shAl employ the special inspector or
agency.
ENFORCEMENT
A failure of the special inspector or firm to perform in keeping with the requh-ernents of the IBC, the approved
plans and this document, may void this agreement and the Building Official's apprwval of the special inspector.
In such a case a new special inspector and/or firm would need to be proposed :for approval. A failure of the
design and/or construction parties to perform in accordance with this agreement may result in a STOP WORK
notice being posted on the project until nonconforming items have been, resoli-'ed.

During review of the plans for the above noted project, it was found that the following information,
clarifications or changes are needed. Please provide written responses as to where the changes can
be found on the plans, and submit revised plans/documents to a Permit Coordinator.
1. Complete the attached city "Special Inspection and Testing Agreement".
2. Architect to stamp and sign plans, or remove references to architect from plans.
Designer/architect appears in some notes, e.g. general notes #5/A1.1. State law requires the
design professional to stamp and sign all public submittals.
3. Smoke alarm missing in bedroom #3.
4. Note that outside combustion air and tight fitting doors are required on indoor fireplaces.
5. Provide door specifications on accordion type doors separating indoor great room from outdoor
great room.
6. Indicate safety glazing locations, e.g. master soaking tub and guest suite glazing within 24" of
man door of guest suite.
7. Indicate minimum tread width at walkline at radiused stairs.
8. Detail 23/D-10 incorrectly shows the 10" minimum tread measurement from tread kick plate
surface to leading edge of nosing, instead of the correct leading edge to leading edge.
9. Minimum 2" clearance to framing at the masonry fireplace detail.
10. Engineer of record: Justify with calculations the 32" lag bolt spacing for the proposed ledger
attachment detail U/S2 (for withdrawal)
11. Provide details/notes for geotechnical report requirements on plans:
a. Slab on grade rebar size and spacing and subgrade requirements.
b. 10 mil. s.o.g. vapor barrier.
c. Footing drain detail and termination location.
12. Provide whole house ventilation calculations per M1508, and identify the means of complying
with this section.
