All Handouts referred to in these comments can be accessed at our website: www.ci.edmonds.wa.us under City Government / City Departments /Public Works/ Engineering Division. The Short Plat and Building permit may be reviewed simultaneously however, the building permit will not be issued prior to the recording of the Short Plat. All improvements from the 3/26/10 “Engineering Requirements For Short Plats” included with the preliminary approval documents much be shown on plans. I have attached a copy of this document for your reference. The Engineering Division requires two separate drawings, a Grading/Temporary Erosion and Sediment Control (TESC) plan and a Drainage/ Utility plan. Please revise submission. GENERAL: 1.Shed is labeled “to be removed” on site plan but not on drainage plan. Please revise so plans for consistency. 2.If shed is to be removed please indicate the use of the area will be post removal. If to be unused then soil must be compost amended per Stormwater standards. Note on plans. 3.Please provide the legal document for the ingress/egress/access easement located along the south property line. TESC/GRADING: 4.Include all tesc measures, silt fence, construction entrance and filter socks for the catch basins. Include details for proposed measures consistent with City of Edmonds Standard details for erosion control. 5.Bottom of footing shall be noted for all “new” structures to verify grading calculations. 6.Confirm grading amount (both fill and cut) in cyds on plans. Include all grading from construction of house and any for removal and restoring area for shed. DRAINAGE 8.Please replace the “non-exempt impervious area” calculations and replace with impervious surface calculations for the entire property. Each impervious surface area should include square footage and year constructed. Include existing, new etc. 9.Please add gravel driveway, all sidewalks or walkways, concrete, gravel or pavers, to the impervious surface calculations. 10.Grass lined swale shown at se corner of lot 1 feeding into the detention system. Is the swale existing? Where is this runoff coming from? 11.All impervious surface on Lot 1 must be included in the impervious surface calculation since the detention system is to serve both lots. (see short plat requirements). 12.All existing structures in the area of “lot 2” are not exempt as they were constructed after 1977 and do not have any kind of flow control structure in place. Please add these structures to the impervious surface calculations and remove “exempt” from the structure labels on the drainage plan. 13.The amount of impervious surface for the structures (house, etc) must include the eves. 14.The following is an example of how to breakdown the impervious surface calculations. Existing Impervious: Roof outline: xxxxx Year built: xxxx Driveway: xxxx xxxx Decks: xxxx xxxx Total: xxxxx Proposed Impervious: Roof outline: xxxx Deck: xxx Walkway: xxx Total: xxx 15.If the total impervious surface construction after 1977 is over 5000sf your drainage plans will need to be designed by an engineer and submission must include all drainage sizing calculations. 16.Impervious surface calculations should be included on the site plan. See Building Division Handout B#57 for all site plan requirements. UTILITIES: 17.Label all pipe to be installed with material, length and size. Indicate whether “existing” or “proposed”. 18.Show location of proposed water meter. Show location of water line from meter to all connections at house. 19.Call out a 4” or 6” side sewer clean out at house. Add another 6” clean out at property line and note for “12” cast iron lamphole cover” requirement. 20.Please show all other utility locations from right of way to structures. 21.Please note on plans that all utilities shall be moved underground. DRIVEWAY AND ACCESS EASEMENT DATE FAXED/E-MAILED 1/26/2011 PAGE ___ OF __ 23 22.Edmonds Community Code Section 18.060 C “Driveway approaches shall extend from the edge of the existing street a distance of 20 feet or to the edge of the property line, whichever is greater. Approaches shall be constructed of asphalt concrete pavement or an equivalent approved by the city engineer.” Please show proposed driveway on plans with dimensions. 23.Show proposed driveway from property to the street. Call out dimensions and materials. 24.Please note slope of driveway on plans. Driveway must not exceed maximum slope of 14%. 25.Is there vehicle access to the shed? All compacted earth, for example a dirt drive, is considered impervious surface. Show any drive(s) on plans and include square footage in the impervious surface calculations. 26.Where will cars be parked? Will there continue to be parking areas on the property to the north of the driveway or any other areas on the property? If so, please show on plans as a parking area and label with material and dimensions. Add area to impervious surface calculations. Please resubmit a written response to all comments and 3 copies of the revised plans/documents to a Development Services Coordinator.
