During review of the subject submittal, it was found that the following information, corrections, or
clarifications would need to be addressed. All Handouts referred to in these comments can be accessed at
our website: www.ci.edmonds.wa.us under City Government / City Departments /Public Works/
Engineering Division.
The Short Plat and Building permit may be reviewed simultaneously however, the building permit will
not be issued prior to the recording of the Short Plat. All improvements from the 3/26/10 “Engineering
Requirements For Short Plats” included with the preliminary approval documents much be shown on
plans. I have attached a copy of this document for your reference.
5/10/11 There have been no submissions or progress on the Short Plat so concurrent review does not
apply. Therefore the building permit review will address the lot as a whole, i.e. not as Lot 1 and Lot 2.
The Short Plat must be recorded to be legally recognized as two lots. If satisfactory progress is made in
the review of the short plat, this review will in good faith address only the issues on the proposed lot 2.
Until the property owner responds to the Short Plat requirements and last issued comments, this building
permit will include the entire lot.
The building permit will not be issued until the Short Plat is recorded. Edmonds Community
Development Code does not allow two residences located on the same lot.
The Engineering Division requires two separate drawings, a Grading/Temporary Erosion and Sediment
Control (TESC) plan and a Drainage/
Utility plan. Please revise submission.

5/10/11 The April 18
A revised C1 of 1 was not received. It appears that the submission is intended to be a revision of the
previously submitted C1 of 1. Please clarify and submit the two drawings, a Grading/TESC sheet and a
Drainage/Utility sheet as requested above. Please correct sheet titles as appropriate.
GENERAL:
1.5/10/11 Done. Shed is labeled “to be removed” on site plan but not on drainage plan. Please revise so
plans for consistency.

2.5/10/11 Done. If shed is to be removed please indicate the use of the area will be post removal. If to be
unused then soil must be compost amended per Stormwater standards. Note on plans.
3.5/10/11 Short plat must be recorded to complete this requirement. Please provide the legal document for
the ingress/egress/access easement located along the south property line.
TESC/GRADING:
4.5/10/11 Partial. Include details for measures consistent with City of Edmonds standard details or cut
and paste the City’s details onto your plans. Erosion control notes must be included on civil sheet for
TESC. Include all tesc measures, silt fence, construction entrance and filter socks for the catch basins.
Include details for proposed measures consistent with City of Edmonds Standard details for erosion
control.
5.5/10/11 Not done. Please add to all structures on the civil sheet for Grading. Bottom of footing shall be
noted for all “new” structures to verify grading calculations.

DRAINAGE
8.5/10/11 Not done. See note at opening of these comments. The previous discussions with the City
discussed the drainage situation in the case if the short plat was recorded. Currently there is only one lot
therefore all impervious surface created post 1977 is to be considered with the drainage plan. When
short plat is recorded the post 1977 impervious surface up to 2000sf of “lot 1” will not be require
mitigation (the greenhouse and the walkway). Also, there are no “permitted” structures or other
impervious surface on the area labeled “lot 2”. Please use the terms as noted, see E72 for calculation
structure. Please replace the “non-exempt impervious area” calculations and replace with impervious
surface calculations for the entire property. Each impervious surface area should include square footage
and year constructed. Include existing, new etc.
9.5/10/11 Not done. See #8. Walkway between proposed “lot 1 and lot 2” not added. Please add gravel
driveway, all sidewalks or walkways, concrete, gravel or pavers, to the impervious surface calculations.
10.5/10/11 Parital. Please specify the impervious surface (structures, other and the approximate square
footage) that is contributing to the runoff into the detention system. Please address lot in full (no lot 1 or
2) Grass lined swale shown at se corner of lot 1 feeding into the detention system. Is the swale existing?
Where is this runoff coming from?
11.5/10/11 Not done. See #8. All impervious surface on Lot 1 must be included in the impervious surface
calculation since the detention system is to serve both lots. (see short plat requirements).
12.5/10/11 Not done. This permit is for all the non-permitted structures. The review is approached as if
the work was not completed. Please consider all areas as proposed construction when answering these
comments. See #8 and E72 Handout.. All existing structures in the area of “lot 2” are not exempt as
they were constructed after 1977 and do not have any kind of flow control structure in place. Please add
these structures to the impervious surface calculations and remove “exempt” from the structure labels on
the drainage plan.
13.5/10/11 Not done. The amount of impervious surface for the structures (house, etc) must include the
eves.

15.5/10/11 Not done. A rough calculation of impervious surface as shown on the submitted plans is around
4500 sf. This total does not include the eves of all structures. Please recalculate impervious surface and
address comment. In addition, the sizing of the system shown on the resubmitted plans appears to be
sized using pre-2010 Stormwater Code (Effective 6/1/10) requirements. Please see attached sizing
information and provide a section of the system as shown in sizing information with all elevations etc
included.. Type II cbs are required for detention systems using 24” pipe. Confirm elevations for
existing catch basins in right of way. Fall is shown as negative between the two. If the total impervious
surface construction after 1977 is over 5000sf your drainage plans will need to be designed by an
engineer and submission must include all drainage sizing calculations.
16.5/10/11 Not done. Sheet A1.0 does not include impervious surface calculation. Update with revised
calculations. Impervious surface calculations should be included on the site plan. See Building
Division Handout B#57 for all site plan requirements.

answer this question. And a note saying “no other areas will be used for parking”. Please confirm that
a portion of driveway between the east property line and west of the driveway portion called out as
pavement will continue to be gravel. If not, please revise plans. Where will cars be parked? Will there
continue to be parking areas on the property to the north of the driveway or any other areas on the

property? If so, please show on plans as a parking area and label with material and dimensions. Add
area to impervious surface calculations.
