Single Family Residence at 17734 Olympic View Drive
On behalf of the Planning Division, I have reviewed the above building permit application.
During review of the subject submittal, it was found that the following information, corrections,
or clarifications need to be addressed. Please respond to the following items, so that I can
complete my review:
Short Plat Requirements (PLN20090004)
1.: The residence that is the subject of this review
is located on what will be Lot 2 of the Spasojevic Short Plat (PLN20090004) which has
received preliminary approval. Since the existing property has two houses located on it and
given the prohibition of having more than one residence on a lot; the short plat must receive
final approval before I can sign off on this building permit. There are a number of conditions
of the preliminary approval that are relevant to the approval of this building permit
application and site plan submitted with the permit application. The following conditions
from the preliminary approval must be addressed prior to final approval of the subdivision
and this building permit.
a.Preliminary Approval Condition No. 4: No structures greater than 36” in height above
orginal grade may be located with a required set back area. Particularly, the compost
bin on Lot 2 shall be removed or relocated so as to meet the setback requirements for the
RS-8 zone. The garden beds on Lots 1 and 2 shall be removed or relocated so as to meet
the setback requirements for the RS-8 zone.
The site plan submitted with the above referenced building permit still show the compost
bin and garden beds located within the setback.
b.Preliminary Approval Condition No. 5: No fences greater than 6’ feet in height above
original grade shall be located within any required setback area. Any such existing fence
shall be removed or reduced in height to meet the 6’ requirement.
It does not appear that all the fences on the property have been included on the site plan.
In particular, there is a rather large gate located within the 20’ ingress/egress/utility
easement on the subject property that is not included on the site plans. Please include all
the fences on the site plan and indicate the height of the fences.
c.Preliminary Approval Condition No. 6: An access easement shall be created describing
the use of the concrete sidewalk joining Lots 1 and 2 or the sidewalk shall be removed.
This easement must be reviewed and approved by the City prior to filing with the County
Auditor.
The concrete sidewalk is still shown on the site plans and no easement has been approved
by the City. Please indicate whether the sidewalk is to remain or submit an easement for
review.
Shed
2.: The site plans indicate that the shed on the western portion of the property is to be
removed; however, the site development plan indicates that the drains from the shed will be
connected to the stormwater system. Will the shed remain or be removed? If the shed is to
remain, please provide height calculations and elevation views for the shed. If the shed is to
remain it must also be included in the coverage calculations.
Coverage
3.: No coverage calculations were provided with the application materials. Note that
coverage and impervious surface calculations are not the same thing. ECDC 21.15.110
defines coverage as the total ground coverage of all buildings or structures on a site measured
from the outside of external walls or supporting members or from a point two and one-half
feet in from the outside edge of a cantilevered roof, whichever covers the greatest area.
Please provide coverage calculations.
Height Calculations:

a.The average grade calculations on the site plan indicate the average grade is 388.16 feet.
The average grade shown on the north elevation view is shown at 389’3”. Please revise
the elevation views to include the correct average grade.
b.Datum Point:Please include the datum point used for height calculations on the site plan.
This datum point will be used during the height check verification at the framing
inspection.
