CONDITIONS

Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must comply with the
noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.

building permit from the City of Edmonds and claims that he/she/it is exempt from providing
contractor registration in accordance with the provisions of RCW 18.27. The property owner or

This letter is intended as an addendum to our previous geotechnical report prepared for the
address referenced above (Geotechnical Report Read Residence, 9921 Water Street, Edmonds,
Washington, dated October 17, 2009). The planning department has requested an addendum to
our previous report in their review comments dated Feb 7, 2011, addressing the landscape
requirements within the modified 40 foot setback that we recommended in our report. In our
report we recommended a 25 -foot setback from the property line as a minimum combined
setback from the top of slope for building and buffer, corresponding to about 40 feet from the top
of the embankment.
The portion between the property line and the top of the slope should remain vegetated and
undisturbed throughout construction and should be considered the vegetated buffer. The portion
between the western property line and a parallel line 25 feet easterly of the property line may be
considered the building setback. This area should eventually be landscaped but can be disturbed
during construction for utilities, site work, and landscaping activities. No buildings or structures
should be permitted within this 25 -foot setback. Subsurface drainage for the footing drains may
be permitted within the setback.
We reviewed the proposed landscape plan prepared by Natural Concept Landscape Co., revised
3-7-11. In our opinion this landscape plan is consistent with our recommendations. We have

also reviewed the latest site plan prepared by LSA and it appears consistent with our
recommendations.

We understand that the City of Edmonds has asked that Hydrologic group B (SCS Runoff Modeling) be
used for estimating the runoff generated from the above site. This seems appropriate in light of the soils
observed in our test pits and the 10 percent silt content of the soil. The site soils become very dense at
about 18 to 30 inches of depth. The geologic unit often contains layers of less permeable material such as
silty SAND. These dense or relatively less permeable soils would likely be exposed during grading
activity upslope from the house. We think Hydrologic Group B may be used in modeling the runoff for
the site.
Due to the relatively shallow drainage system, the footing drains cannot gravity drain into the detention
system. Because so much water will be captured from the site in impervious areas, we anticipate that the
footing drains will not contribute much volume of runoff, but are always a prudent design for foundations
where slabs on grade are planned or to keep crawl spaces dry. In our opinion the 30 -foot long 2'x2'
trench proposed will provide an adequate way of handling the minor runoff (if any) generated from the
footing drains. See attached detail (Figure 1).
