We met with you and Michael Clugston, AICP with the City of Edmonds. The cobblestone patio behind your house was partially completed when the City of Edmonds placed a stop -work order on the project, citing lack of a permit and potential impacts of the patio on the steep slope. We have since provided you with a mitigation plan to address the City's concerns. The plan was summarized in our letter to you dated April 27, 2011 and included the removal and reconstruction of the patio, the installation of a pin -pile wall along the top of the slope to retain the patio, along with drainage improvements. You have expressed concern that the provided mitigation plan was economically unfeasible and requested that we provide a less costly alternative that would still satisfy the City. During our July 20`1' meeting with you and the City representative, it was agreed that the majority of the patio would be left in place. The portion of the patio located within the setback from property line would be removed and replaced with stepping stones. Only the portion of the previously recommended pin -pile + 'Mr. Allan Bodine Cobblestone Patio Edmonds, Washington August 24, 2011 NGA File No. 7917C 11 Page 2 wall along the patio itself would be installed. We estimated that a total of 6 pin -piles would be needed. The pin piles would be lagged with 12x4 pressure treated timber boards and the void between the boards and patio would be filled with topsoil to act as a future planter. The exposed portion of the wall would be a minimum of 18 inches high and the gap between the wall and the patio would be a maximum of 12 inches wide. The pin -piles would consist of 10 -foot, 2 -inch diameter galvanized water pipe sections. The existing steps that lead down to the steep slope would be entirely removed. Michael from the City seems satisfied with these recommendations. We should be retained to observe the installation of the pin -pile wall and the final conditions of the patio after these recommendations are implemented. We previously. prepared a .geotechnical . evaluation letter for the retaining wall titled "Geotechnical Engineering Letter --Bodine Property - 505 Paradise Land — Edmonds, Washington," dated April 27, 2007. We also provided a memorandum dated August 24, 2011. We have been requested by Jim with Bodine Construction to address a comment made by the City of Edmonds regarding the potential surcharge from the riew wall onto the existing concrete rubble block wall that is now located directly in frontof the new wall in the northeastern corner of the property. It is our opinion that Zany surcharge onto the existing concrete rubble wall from the approximate two feet of fill behind the timber lagging is insignificant. The average setback is approximately 12 to 24 inches, but since the pin piles being only three feet apart, they are acting as a retaining structure and are buffering the rubble wall from the added surcharge. The new pin pile wall is .acting -as a subsurface pile wall that picks up most of the surcharge and transfers the loads to the competent material before it can impact the rubble wall.
