BLD -2011-0158 Project Proposal
I" Security Bank is proposing a new 2,474 square foot building to replace the existing structure at 620
Edmonds Way (State Route 104). The existing bank has a drive-through component which may not be
reconstructed since the drive-through use is now a prohibited use in the BP (Planned Business) zone
where the site is located.

The subject location is a peninsula of land bounded by Edmonds Way on the south and Paradise Lane on
the north (Attachments 1 and 2). The Comprehensive Plan designates the site as Planned/Neighborhood
Business within the Westgate Corridor. The site is zoned Planned Business (BP).
Design Review Process and Criteria
Due to the location and type of project (SEPA determination not required), general design review by staff
is required according to Edmonds Community Development Code (ECDC) 20.11 (a Type I decision).
There are no design standards specific to the BP zone so the proposal must be reviewed against the
general urban design standards as well as the policies specific to the Westgate Corridor contained in the
Comprehensive Plan.
Analysis
1. Comprehensive Plan Compliance.
a. Goals and Policies. Goals and policies for the Westgate Corridor are located on pages 76 - 77
and are intended to encourage the development of high quality, well-designed projects that reflect
the values of the citizens of Edmonds. The proposal satisfies the intent of following goals and
policies of the Comprehensive Plan:
i. "Development within the Westgate Corridor should be designed to recognize its role as part
of an entryway into Edmonds and the downtown. The overall effect should be a corridor that
resembles a landscaped boulevard and median. The landscaped median along SR -104 should
remain as uninterrupted as possible in order to promote traffic flow and provide an entry
effect." (page 76)
ii. "Permit uses in planned business areas that are primarily intended to serve the local
neighborhood while not contributing significantly to traffic congestion." (page 77)
iii. "Provide for transit and pedestrian access to development." (page 77)

iv. "Use design review to encourage the shared or joint use of driveways and access points by
development onto SR -104 in order to support the movement of traffic in a safe and efficient
manner. Site access shall not be provided from residential streets unless there is no feasible
alternative." (page 77)
v. "Use design review to ensure that development provides a transition to adjacent residential
neighborhoods. For uses in transitional areas adjacent to single family neighborhoods, use
design techniques such as the modulation of facades, pitched roofs, stepped -down building
heights, multiple buildings, and landscaping to provide designs compatible with single family
development." (page 77)
b. Design Objectives. General urban design objectives are found on pages 92 — 98. The proposal
meets the following general design objectives:
i. Site Design. "The development ofparking lots, pedestrian walkways and landscaping
features is an integral part of how a building acts with its site and its surrounding
environment. Good design and site planning improves access by pedestrians, bicycles and
automobiles, minimizes potential negative impacts to adjacent development, reinforces the
character and activities within a district and builds a more cohesive physical environment."
This is a unique site in Edmonds — it is one of the last parcels on west -bound SR -104 before
the road descends into the Edmonds Bowl (Attachment 1). As such, it serves as a type of
gateway into lower Edmonds. While the new building will be closer to the residential
development on the west, the proposed building transitions well given its bulk and scale and
the required 15 -foot landscaped buffer along the western property boundary adjacent to the
residential parcels (Attachment 2). Many of the existing trees on the western side of the
parcel will be retained and additional Type I landscaping will be added as appropriate in that
area. Type III landscaping will comprise the remainder of landscaping at the site, including
surrounding and within the parking lot (Attachment 3). A landscaped plaza with seating wall
will be included at the eastern end of the site providing a nice open space transition to the site
(Attachment 4). Attachment 5 is a rendering of the entire site looking west (signage is under
separate permit).
The project would improve traffic conditions and public safety in the area by eliminating
some nonconformities and other difficult features associated with the existing development.
Consistent with current BP zone requirements (ECDC 16.53.010.E), the new building will
not have a drive-through. Also, the existing parking stalls within the Paradise Lane right-of-
way will be removed and relocated entirely to the bank property. This action will improve
the flow of traffic and eliminate the potential safety hazard caused by cars backing on the
residential street. Two existing curb cuts will also be removed leaving one each onto
Edmonds Way and Paradise Lane. The Edmonds Way entrance will be limited to `right in,
right out' using appropriate signage.
Interior sidewalk is proposed to link the southeast -facing building entry to sidewalks along
Paradise Land and Edmonds Way (Attachment 2). The entry, and a rack for bike storage, is
covered by a roof overhang. Narrower walkway extends around to the rear of the building
where HVAC equipment and garbage/recycling totes will be located. These features will be
screened from view by existing and proposed landscaping. Exterior lighting will include a
mix of energy efficient and dark -sky approved lighting for building entries and the parking
lot (Attachment 8).
ii. Building Form. "Building height and modulation guidelines are essential to create diversity
in building forms, minimize shadows cast by taller buildings upon the pedestrian areas and to
ensure compliance with policies in the city's Comprehensive Plan. Protecting views from
public parks and building entries as well as street views to the mountains and Puget Sound
are an important part of Edmonds character and urban form."

The current building where the bank is located will be demolished and the replacement will
be constructed closer to the residential development to the west (Attachment 2). However,
the new building is comparable in bulk and scale to the surrounding residential areas at 2,474
square feet and slightly less than 25 feet high at the maximum. The mass of the building is
divided both vertically and horizontally and includes a pitched roof and residential exterior
finishes (Attachments 5 — 7).
iii. Building Fagade. "Building Fagade objectives ensure that the exterior of a building — the
portion of a building that defines the character and visual appearance of a place — is of high
quality and demonstrates the strong sense of place and integrity valued by the residents of
the City of Edmonds."
Attachments 6 and 7 are renderings of the proposed structure. Each fagade is articulated in
different ways but it is clear that the building will be of high quality in both appearance and
materials. The entry fagade (south elevation, Attachment 6) is defined by a high sloping roof
form and extensive floor -ceiling windows. Exposed wood is used throughout and frames the
windows and entry. Two tones of vertical and horizontal architectural sheet metal comprise
the rest of the south fagade. The opposite fagade (north) is somewhat plain but a belly band
breaks up the horizontal siding and the vertical siding and taller standing -seam metal roof
form provide interest. It is important to note that the north fagade will be screened from the
residential areas by existing and proposed Type I landscaping within a required 15 -foot
landscaped setback area.
Similar forms and features comprise the east and west facades (Attachment 7). Of particular
interest is the welded wire mesh trellis suspended from wood columns and struts on the
eastern elevation. The trellis will form the base for a vegetated wall made of climbing vines.
iv. Streetscape. The Edmonds Streetscape Study identifies Edmonds Way as a key route through
the City, and the associated Street Tree Plan recommends the following larger boulevard type
trees for the corridor (page 124):

• Cercidiphyllurn japonicum / Katsura Tree
• Quercus rubra l Red Oak
The applicant has chosen to use Red Oaks along the Edmonds Way frontage which is in
accordance with the Street Tree Plan (Attachment 3). While street trees are not required for
the Paradise Lane side of the development, two Western Flowering Dogwoods and three
Chanticleer Pears are proposed along that frontage which will further buffer the parking area
and bank from the homes across Paradise Lane.
2. Compliance with ECDC 20.11.030 — General Design Review Criteria.
a. Building Design
The building design is similar in scale to those of the surrounding residential neighborhood
(Attachment 5). Various materials are used throughout and the building's appearance, including
large windows, exposed wood and earth -tone colors, will enhance the character of the area
(Attachments 6 and 7).
b. Site Treatment
The retained and proposed landscaping will buffer the site from both Edmonds Way and Paradise
Lane as well as the residential parcels to the west (Attachment 3). Mechanical equipment,
including a proposed PUD transformer for the site, as well as garbage and recycling totes will
also be screened by vegetation. Exterior lighting will not be excessively bright — the parking lot
lighting is cut-off while the wall sconces are placed at entries only. Two ground -mounted spot

lights are envisioned, one for a proposed monument sign at the southern edge of the site and
another under the `living wall' on the eastern fagade (Attachment 8).
c. Other Criteria
The landscaped open space and seating wall at the southern end of the site will serve as an
attractive entry feature when driving west on SR -104 to lower Edmonds (Attachment 4).
Findings and Decision
Based on the facts and analysis of this report, staff finds that the I" Security Bank proposal satisfies the
applicable criteria and standards in the Comprehensive Plan and zoning ordinance as required in section
20.11.020 ECDC. Therefore, the design of this project (File No. BLD -2011-0158) is APPROVED with
the following conditions:
1. The applicant shall schedule a final inspection for exteriors and landscaping with the Planning
Division.
2. All signage for the site shall be under separate permit and must meet the requirements in ECDC
20.60.

INTENDED USE — For landscape and facade lighting.
CONSTRUCTION —Welded, extruded aluminum body with cast end caps. Cast aluminum doorframe
is hinged and secured by stainless steel fasteners. Closed -cell silicone gasket to prevent entrance of
contaminants.
Finish: Standard finish is dark bronze (DDB) corrosion resistant polyester powder. Other architectural
colors available.
OPTICS —Centered optics with anodized, aluminum reflectors: segmented, specular orhammertone
finish. Clear, impact -resistant, tempered glass lens.
ELECTRICAL —150W and below use a high reactance, high power factor ballast. 175W use a constant -
wattage autotransformer ballast.
Metal halide: Super CWA (pulse start ballast) 88% efficient and EISA legislation compliant is required for
151-175W (SCWA option) for US shipments only. CSA, NOM or INTL required for probe start shipments
outside of the US for 175M. Not available with 175M SCWA. Ceramic metal halide lamps are recom-
mended for use in applications where superior color rendition, lumen maintenance and longer lamp life
are desired. Ballasts are 100% factory tested.
Socket: Horizontal medium -base porcelain socket with copper alloy, nickel -plated screw shell and center

INSTALLATION —Standard mount is two-piece, heavy-duty, cast aluminum swivel with integral wiring

FEATURES & SPECIFICATIONS
INTENDED USE —Streets, walkways, parking lots and surrounding areas.
CONSTRUCTION —Rugged, die-cast, single -piece aluminum housing with nominal wall thickness of 1/8':
Die-cast doorframe has impact -resistant, tempered, glass lens (3/16"thi(k). Doorframe isfully gasketed with
one-piece tubular silicone. US. Patent No. D447,590. Canada Patent No. 94324.
Finish: Standard finish is dark bronze polyester powder finish. Additional architectural colors are available.
OPTICS —Anodized segmented reflectors for superior uniformity and control. Reflectors attach with tool -
less fasteners and are rotatable and interchangeable. Five full cutoffdistributions available:Type If (roadway),
Type III (asymmetric), Type IV (forward throw), Type IV (wide, forward throw) and Type V (symmetric square),
ELECTRICAL — Ballast: Constant wattage autotransformer. Metal Halide: Super CWA (pulse start ballast),
88%efficient and EISA legislation compliant, is required for 175-40OW (SCWA option) for US shipments only.
CSA, NOM or INTL required for probe start shipments outside of the US. Pulse -start ballast (SCWA) required
for 20OW, 32OW, or 350W. Ballast is 100% factory -tested. All ballasts are mounted on a removable power
tray with tool -less latch and have positive locking disconnect plug.
Socket: Porcelain, horizontally -mounted, mogul -base socket with copper alloy, nickel -plated screw shell
and center contact.
INSTALLATION — Integral arm for pole or wall mounting. Optional mountings available.
LISTINGS— UL Listed (standard). CSA Certified (see Options). UL listed for 25°C ambient and wet locations.
IP65 Rated.
