adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
• Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any items not to code specification.
• Sound/Noise originating from temporary construction sites as a result of construction activity are exempt from the noise limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and 6:00pm on Saturdays,
excluding Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must
comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.

harmless the City of Edmonds, Washington, its officials, employees, and agents from any and all claims for damages of

Re: Permit # BLD20110187, Shell Valley Emergency Access (City Project #
E7CB / c268), Special Inspections Requirement.
The Engineering Department has become aware that one of the permit
conditions required by Grading Permit # BLD20110187 is the requirement for
"Special Inspections, " as well as a "Final Special Inspections Report" prior to
final closeout of the grading permit by the Building Department. The purpose of
this memo is to address the Final Special Inspections Report.
Attached are the three Inspection Reports authored by Terracon, Incorporated
during the course of the project, all regarding the placement and compaction of
the road subgrade. A final report was not authored. I was also onsite during
construction of the roadway to observe placement of materials, both as Inspector
as well as Project Manager in behalf of the City.
have reviewed the inspection records, as well as the construction, material,
and testing specifications for the Shell Valley Emergency Access Road project,
and as Project Manager, am satisfied the placement of the roadway subgrade
and fill meets the requirements for which it was designed. I request that this
memo function in lieu of the final report asked for in the Grading Permit.

We visited the site at the request of Ed Sibrel with the City of Edmonds to observe placement of the Water
Quality Treatment Layer (WQTL) for the Shell Valley Emergency Access Road. Upon arrival, we observed
Kamin Construction using the front loader and dozer to spread the Sand/Peat Moss mix atop a layer of non-
woven geotextile. The Sand/Peat Moss mix for the WQTL was supplied by Pacific Topsoil.
We observed Kamin Construction spread the Sand/Peat Moss in an approximate 8 to 12 inch lift. The
Dynapac roller made several passes over the Sand/Peat Moss. We observed slight rolling and sponginess
during roller passage, but minimal rutting. According to Kamin Construction, additional Sand/Peat Moss will be
trucked onsite tomorrow morning, 10-12-11, to complete placement of the 1.5 foot thick WQTL.
At the request of Ed, we collected a sample of the Sand/Peat Moss and brought back to our lab to perform a
Modified Proctor, as per ASTM D1557. Also at the request of Ed, we will return tomorrow morning during final
placement of the WQTL to observe placement, compaction and perform density tests.
As a follow up to a site discussion, we recommended that placement of a geotextile atop the WQTL prior to
placement of the 8 -inch thick layer of Permeable Crushed Base Course (PCBC) would be beneficial in
separation and bridging, in our opinion. Ed with the City of Edmonds informed the contractor to install the
geotextile prior to placement of PCBC.

We arrived on site at the request of Ed Sibrel with the City of Edmonds to observe placement of the Water

front loader and dozer to spread the Sand/Peat Moss mix in an approximate 8 to 12 inch lift. The Dynapac
roller made several passes over each lift. A total of 1.5 feet of Sand/Peat Moss was placed for the WQTL. We
observed slight rolling and sponginess during roller passage, but minimal rutting.
We performed four density tests with the nuclear densometer within the WQTL soil. Density test results
ranged from 81% to 83% of the maximum dry density, in accordance with ASTM D1557. These results are
within the specified range of 80% to 85%, in our opinion. The density test results are attached on page 2. We
informed Ed of the density test results.
We understand geotextile will be placed atop the WQTL later today. Permeable Crushed Base Course
(PCBC) will be trucked onsite tomorrow, 10-13-11. At the request of Ed, we will visit the site tomorrow to
observe placement of the PCBC material.

We arrived on site at the request of Ed Sibrel with the City of Edmonds to observe placement of the Permeable
Crushed Base Course (PCBC) for the Shell Valley Emergency Access Road. Upon arrival, Kamins
Construction (Kamins) was using the front loader and dozer to spread the 1-1/4 inch crushed base course atop
the non -woven geotextile. Earlier, the geotextile was placed atop the Water Quality Treatment Layer (WQTL).
Kamins spread the PCBC in an approximate 8 -inch lift, starting at the entry, approx. STA 12+70. The truck
and trailers backed in atop the PCBC and dumped along the access road. The 1-1/4 crushed base course was
spread by dozer atop the access road advancing to the South.
Drawing RS1 shows an 8 -inch layer of the PCBC overlain by 2 inches of Bedding Course overlain by 4 inches
of porous HMA -'h PG 70-22. Kamins was placing the 8 -inch layer of PCBC during our site visit. Specifications
note that the PCBC layer is to be lightly compacted and that equipment movement over the PCBC must be
kept to a minimum.
The Permeable Crushed Base Course was generally firm and adequately compacted, in our opinion. We
observed minimal deflection and rutting during truck and equipment passage.
