If inspection is for work that is not covered by the WABO categories, or the inspector is not WABO certified, a detailed resume of the inspector and firm must be submitted. The resume must show that the inspector and the firm are qualified by education and experience to perform the work and testing required by the project design and specifications. The work shall be inspected for conformance with the plans and specifications approved by the City. Revisions and addenda sheets will not be used for inspection, unless they have been approved by the City. Inspection records shall include: A daily record to be maintained on site, itemizing the inspections performed.. Any nonconforming work shall be brought to the immediate attention of the contractor for resolution. A weekly report shall be submitted to the City; detailing the inspections and testing performed, listing any nonconforming work and resolution of nonconforming items. A final report shall be submitted to the building department prior to the Certificate of Occupancy being issued. This report will indicate that inspection and testing was completed in conformance with the approved plans, specifications and approved revisions or addenda. Any unresolved discrepancies must be detailed in the final report. V Contractor: The contractor shall provide the special inspector or agency adequate notification of work requiring inspection. The City approved plan and specifications must be made available, at the jobsite for the use of the special inspector and the City inspector. The special inspection functions are considered to be in addition to the normal inspections performed by the City and the contractor is responsible for contacting the City to schedule regular inspections. No concrete shall be poured or other work'covered until approval is given by the City inspector. Building Department: The building department shall review any revisions and addenda. The City inspector will monitor the special inspection functions for compliance with the agreement and the approved plans. The City inspector shall be responsible for approving various stages of construction to be covered and for work to proceed. Design Professionals: The architect and/or engineer will clearly indicate on the plans and specifications the specific types of special inspection required. and shall include a schedule for inspection and testing. The architect and/or engineer will coordinate their revision and addenda process in such a way as to insure that all required City approvals are obtained, prior to work shown on the revisions being performed in the field. Owner: The project owner, or the architect or engineer acting as the owners agent, shall employ the special inspector or agency. ENFORCEMENT A failure of the special inspector or firm to perform in keeping with the requirements of the IBC, the approved plans and this document, may void this agreement and the Building Official's approval of the special inspector. In such a case a new special inspector and/or firm would need to be proposed for approval. A failure of the design and/or construction parties to perform in accordance with this agreement may result in a STOP WORK notice being posted on the project until nonconforming items have been resolved. Upon arrival, we observed that most of the building foot print had been excavated, as shown on the attached site plan. The contractor was excavating material from the southeastern portion of the property. We also met with Robin. He informed us that the drilled pier locations had been staked, and that they would be installed early next week. Most of the soil exposed consisted of orange -brown to brown -gray, fine to medium sand with silt and scattered layers of gravel, and an approximate wedge of silty sand with gravel that was up to approximately three feet thick. We interpreted it to be native soil. We evaluated the exposed subgrade with a 'A -inch diameter probe rod under moderate pressure, and found that the soil was penetrated approximately % to 3 inches. We interpreted it to be dense. We have been providing construction monitoring on a part-time basis: - Our findings and conclusions are based on construction activities observed while on site. Based on our part-time observations in the field, communications with the contractor, our understanding of this site and project plans, it is our opinion that the foundation areas today should provide adequate support for the planned loads. Drilled Piers Upon arrival, we observed that the drilling contractor from Pearson Drilling had begun augering the first hole for the drilled piers. Plans included the drilling of 14' drilled piers on the downhill side of the residence. The soil exposed in the augered holes generally consisted of moist, brown -gray, fine to medium sand with gravel grading with increasing gravel at about 16.0 feet below the existing ground surface, and the holes were drilled between 20 to 23.5 feet, as shown in the chart below. The contractor informed us that they were using an 18 -inch auger instead of the planned 16 -inch. After each hole was augered, we used a flashlight to check if there was caving or groundwater in the drilled holes. We did not observe caving or ground water in the holes, but we did observe moist to wet soil at the bottom of a few of the holes. The rebar cages were then set into the hole. Pile #12 was positioned too close to Pile #11 and it was decided by Robin to move it south ed approximately 12 inches. He said that this was suitable because of the planned location of the plana grade beam that will be positioned above this pier. BD/3RW We observed the workers fill the drilled and caged holes with concrete using a pump trick and filling from the top down. Each hole was filled to a level to create an equal top elevation for all 14 piers. Approximately 1.3 cubic yards of concrete was used in each pia. Foundation Sabg rade We evaluated the foundation subgrade for the southwest portion of the site using a %-inch steel probe rod. The soil was penetrated approximately one to two inches under moderate pressure, which we interpreted as medium dense to dense. However, a small section in the western portion probed approximately 6 inches, which we interpreted as loose, as shown on the site plan. We recommended that this area be over -excavated before the foundation concrete was placed. Robin agreed. Conclusion We have been providing construction monitoring on a part -tune basis. Our findings and conclusions are based on constriction activities observed while on site: Based on our part-time observations in the field, communications with the contractor, our understanding of this site and project plans, it is our opinion that the drilled piers were adequately installed, and the foundation areas evaluated today should provide adequate support for the planned loads. Upon arrival, we met with Ron and Karl. They informed us that they were installing the footing drain around foundation.' The footing drain consisted of 4 -inch perforated PVC pipe surrounded by washed rock and covered with filter fabric. We also observed drainage composite along the back and sides of the tall retaining walls. A portion of the footing drains had already been covered when portions of the walls were backfilled for site access. We were informed that the drains were completed in the same manner as what we observed. The contractors also told us that the roof downspouts would not be connected to the footing drains, as recommended. We have been providing construction monitoring on a part-time basis. Our findings and conclusions are based on construction activities observed while on site. Based on our part-time observations in the field, communications with the contractor, our understanding of this site and project plans, it is our opinion that the footing drains are being installed in general accordance with project plans.
