Thank you, Jeanie -----Original Message----- From: Shuster, Jerry Sent: Wednesday, July 13, 2011 10:15 AM To: McConnell, Jeanie Subject: Comments for Blueline on the Construction SWPPP for Edmonds Way Apts (dated June 9, 2011 ? Importance: High Introduction, page 1, second paragraph from the bottom. The text states that the SWPPP is based on a SWPP template recently downloaded from the Ecology website. Note that this template was designed for a previous version of the Construction Stormwater General Permit (CSWGP). Ecology came out with a new version of the CSWSP on December 1, 2010 with an effective date of January 1, 2011 (5 year term). While the structure is very much the same, be sure and follow the current permit. For example, on page 24 of the SWPPP, Section 4 of the 2005 permit is referenced. Also, the way the Discharge Monitoring Reports (DMRs) are transmitted to Ecology has changed (Change Section 7.2.1 of the SWPPP). Please ensure that these and all other sections are up to date with the 2011 permit. The following document provides some of the changes in the permit from the previous version (see page 2): http://www.ecy.wa.gov/pubs/1010077.pdf Section 3, page 9, Sediment Trap. This section refers to the WWHM peak flow output in the Appendix of the report. This particular calculation could not be found by the reviewer. Please include all relevant calculations, drawings, and attachments in the appendices of the next version. Appendix F. Thank you for determining the Construction Site Sediment Damage Potential using the Municipal Permits rating system. Based on this information, please add some verbiage to Section 2 of the ’ SWWP, that is something like: based on an evaluation of the sites sediment transport potential, the site …’ has a high rating (see Appendix F). The BMPs in this SWPPP have been designed to reduce or eliminate this high sediment transport potential. Jerry Shuster, P.E. Stormwater Engineering Program Manager City of Edmonds 121 5th Ave N.
