CONDITIONS
• Obtain Electrical Permit from State Department of Labor & Industries for any electrical alterations. 425-290-1309
• Egress windows that are replaced shall meet the current building code requirements. It is not necessary to re -frame the header
to accomodate a greater width for egress.
• ,Final approval on a project or final occupancy approval must be granted by the Building Official prior to use or occupancy of
the building or structure. Check the job card for all required City inspections including final project approval and final
occupancy inspections.
• Any request for alternate design, modification, variance or other administrative deviation (hereinafter "variance") from
adopted codes, ordinances or policies must be specifically requested in writing and be called out and identified. Processing
fees for such request shall be established by Council and shall be paid upon submittal and are non-refundable.
• Approval of any plat or plan containing provisions which do not comply with city code and for which a variance has not been
specifically identified, requested and considered by the appropriate city official in accordance with the appropriate provision
of city code or state law does not approve any items not to code specification.
• Sound/Noise originating from temporary construction sites as a result of construction activity are exempt from the noise limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and 6:00pm on Saturdays,
excluding Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must
comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.
• Applicant, on behalf of his or her spouse, heirs, assigns, and successors in interests, agrees to indemnify defend and hold
harmless the City of Edmonds, Washington, its officials, employees, and agents from any and all claims for damages of
whatever nature, arising directly or indirectly from the issuance for this permit. Issuance of this permit shall not be deemed to
modify, waive or reduce any requirements of any City ordinance nor limit in any way the City """"s ability to enforce any
ordinance provision.
• The building enclosure must be inspected by a qualified inspector in accordance with RCW 64.55.030, 64.55.040, and
64.55.050. A building enclosure certification letter from the inspector must be submitted to the Building Division prior to
final inspection by the City Building Inspector in accordance with RCW 64.55.060.
• Where phasing of construction occurs, coordinate inspection with the City Building Inspector to insure that all required
inspections are performed. Inspection by the building enclosure inspector to meet RCW 64.55 does not substitute for
required City building inspections which must be performed by the City Building Inspector.
THIS PERMIT AUTHORIZES ONLY THE WORK NOTED. THIS PERMIT COVERS WORK TO BE DONE ON PRIVATE PROPERTY ONLY. ANY CONSTRUCTION ON THE

We have performed (6) official site visits of the above named project to observe the water -
damaged framing members and the associated repairs. Structural observations,
recommendations and repair sketches were provided by CG Engineering in observation reports
and memorandums.
The project known as the EI Capitan Condominium South Wall Framing Repairs, to the best of
our knowledge, was constructed in accordance with our recommendations and sketches. All
structural conditions that we observed were satisfactory.

RDH Building Sciences Inc. is providing this letter, pursuant to the requirements of RCW 64.55,
regarding the building enclosure work performed under permit revision BLD2011-0508 at the El
Capitan project located at 200 James Street, Edmonds, WA 98020.
RDH's scope of work for this project included field testing of windows for water penetration
resistance. Accordingly, we provide this letter based on the conditions observed at the time of
our site visits and as described in our window test report (attached). Design documents are
prepared by Kilburn Architects.
As is typical in construction, minor modifications of details occurred and are documented
through typical construction administration correspondence (Architects Supplemental
Instruction, Requests for Information, Change Orders, and Site Visit Reports). We understand a
compilation of any substantially modified or additional details will be submitted by Kilburn
Architects, the Architect of Record.
Based on our Feld review of windows during the course of construction, the installed windows
are in substantial compliance with the modified building enclosure design documents.
